11-07-22 Special Planning Commission MinutesSPECIAL PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER NOVEMBER 7, 2022 7:00 PM Call to Order. Chair Offerman called the meeting to order at 7:00 PM. Roll Call: Chair Alan Offerman; Commissioners: Pam Black, Charles Foster, Vern Heidner, Laurie Jones, and Richard Nichols*; Absent: Commissioners Jim Kolles and Aaron Stritesky; City Council: Council Members Tom Darkenwald and Brittany Moores*; City Staff: City Planner Daniel Licht. Those indicated with a (*) attended via video conference. 1. Discussion of 2022 Comprehensive Plan. City Planner Licht reviewed the planning memorandum. Commissioners discussed the draft Urban Service Staging Plan map. Chair Offerman asked if the Comprehensive Plan anticipates extension of utilities into the Long Range Urban Service Area. City Planner Licht explained the policies established with regards to services for the Long Range Urban Service Area as the basis for incorporation and the plan to extend service to, but not into, the area unless mandated by environmental conditions or petitioned for by property owners. The Commissioners had no additional comments regarding the draft Urban Service Staging Plan map. Commissioners reviewed the draft Future Land Use Plan map and comparison of the percentage of mixed use, commercial, office, and industrial guided land with surrounding and comparable communities. The Planning Commission concurred with the recommendation to remove the small scattered areas guided for commercial use to concentrate on major nodes of development within the TH 101 corridor and the CSAH 19 corridor. The Commissioners had no additional comments regarding the draft Future Land Use Plan. Marvin Valerius and Deb Thatcher were present on behalf of their family regarding PID 118- 500-321100 to ask about the Comprehensive Plan allowing for development of the property with rural hobby farms. The Valerius request is based on a desire of the property owner to sell the property for development now versus waiting until utilities are extended while preserving existing rural character. City Planner Licht reviewed the Urban Service Staging Plan and explained the Interim Land Use Plan polices of the Comprehensive Plan adopted initially in 1998 for staged expansion of urban services for development. City Planner Licht said that City staff does not recommend the change requested by the property owner as this pattern of development would create barriers for future development guided by the Future Land Use Plan Special Planning Commission Meeting November 7, 2022 Page 2 while causing additional need for services in areas not contiguous to the existing developed areas of the City. City Planner Licht said that the property is allowed additional rural development atone dwelling per 10 acres in addition to the houses already subdivided. The Planning Commission commented that the property owners' issue is primarily with regards to timing for extension of utilities with the utilities having been sized to accommodate eventual development of the property. The Planning Commission did not support the requested change to the Comprehensive Plan. Larry Blesi, and his son Matthew Blesi, presented a concept plan for PIDs 118-800-264401 owned by them and 118-800-264400 for a mixed-use development. City Planner Licht said that 118-800-26400 is owned by the family of Roger Kirscht and that they had submitted a request that the Comprehensive Plan be changed allowed mixed-use development. City Planner Licht said that the outlot to the west within Kittredge Crossings guided for office use should also be considered within the context of the request. The Planning Commission discussed allowed accesses onto Labeaux Avenue (CSAH 19) and 70th Street. The Planning Commission supported the concept plan for a mixed-use development of the northwest quadrant of the Labeaux Avenue (CSAH 19) and 70th Street intersection (including Outlot G, Kittredge Crossings) with commercial uses adjacent to the minor arterial street and roundabout intersection transitioning to the residential uses in Kittredge Crossings to the west. City Planner Licht presented a concept plan prepared for PID 118-800-253300 by owners Raymond and Nancy Slavik for a mixed-use development west of Labeaux Avenue (CSAH 19) and north of 70th Street (CSAH 38). City Planner Licht said that the concept plan had been prepared as part of discussions between the City and property owner for the City to acquire access for the West Wastewater Treatment Facility (W-WTF) to 73rd Street. City Planner Licht said that the City and property owner are no longer discussing acquisition of an access now, but the City's long-term plan is to require access to the W-WTF when the property develops. City Planner Licht also noted that a comment was received from the SunRay Farms neighborhood during the community input process that the property should be planned to provide a transition between commercial uses and the existing single-family neighborhood. The Planning Commission supported mixed use land use for development of the property based on the submitted concept plan. Clayton Montgomery was present to discuss his proposal for a multiple tenant contractor building for PID 118-800-261400, Mr. Montgomery said the proposed use is based on a development in Corcoran that has multiple bay buildings with overhead doors that can be used for contractors as office or storage space, or even as car hobby units. Mr. Montgomery said the tenant bays can either be leased or owner occupied. City Planner Licht said that this request had been discussed previously by the Planning Commission as a sketch plan at their Special Planning Commission Meeting November 7, 2022 Page 3 meeting on August 15, 2022. The Planning Commission discussed the use, scale, and appearance of the buildings, the transition between Labeaux Avenue (CSAH 19) to industrial uses to the west, and extension of 77th Street between Labeaux Avenue (CSAH 19) and Kadler Avenue. The Planning Commission supported changing the Future Land Use Plan to guide the property and the properties to the north extending to 80th Street to Office land uses. 2. Adjourn.
