Franchise Fees are another way in which a local government can pay for specific programs or projects within its jurisdiction. Under Minnesota Statute § 216B.36, cities have the authority to establish franchise agreements with utility companies that serve their community, which can include charging franchise fees. Once franchise fees are established, utility companies are required to collect the franchise fee by adding it onto their customers’ utility bills, which will eventually be transferred to the City. The revenue generated from these fees pays for the maintenance of the city’s streets (seal coats, mill and overlays, full depth reclamations, and reconstruction). What will the franchise fees be used for? The City has designated the franchise fee revenue to help fund the City’s Pavement Management Program. This program includes street maintenance such as seal coating, fog sealing, crack filling, paint striping, and asphalt overlays. The program also includes street renewal projects such as full depth asphalt reclamation or complete reconstruction projects. How was Pavement Management funded previously? Why make this change? The City had been funding the Pavement Management Program with a combination of property taxes, special assessments, and state-aid dollars. The dollar amount needed to be collected through property taxes was expected to increase significantly during the next ten years as City streets begin to age. Special assessments were determined based on 50% of project costs and are billed to each benefitting property of the project and had been averaging more than $2,718 per property. Special assessments for projects in the upcoming years were expected to be more than $5,000 per property. The City Council viewed the necessary increases in property taxes and burdensome special assessments to property owners as an issue to address. The City Council explored multiple options to fully fund the Pavement Management Program and had been discussing the concept of franchise fees for a number of years. Ultimately the City Council determined this was the best course of action for the City, its residents and businesses. With the implementation of franchise fees, property taxes levied specifically for the Pavement Management Program are now expected to decrease during the next ten years. Special assessments are now capped at 20% of project costs, or $1,154 (2023 rate) per property, whichever is lower. When will the franchise fees be implemented? The franchise fees began in the October 2022 billing period. The City of Otsego will the receive the franchise revenues on a quarterly basis. The City Council would like to thank all the current Advisory Commissioners as well as past Commissioners for their service to the City of Otsego. Planning Commission The Planning Commission shall have such duties as assigned in State Statutes and the City Code. The Commission shall act in an advisory capacity to the City Council in all such matters including, but not limited to: • To prepare and keep current a Comprehensive Plan for meeting present requirements and such future needs as may be foreseen, based on demographic and statistical trends and data available. • To establish principles and policies for guiding action affecting development in the City and its environs. • To prepare and recommend to the City Council ordinances, regulations, and other proposals promoting orderly and economically sound development along lines indicated as desirable by the Comprehensive Plan. • To determine whether specific proposed developments conform to the principles and requirements for the Comprehensive Plan and City Code. • To keep the City Council and the public informed and advised as to all planning and development matters. Parks and Recreation Commission The duties and functions of the Parks and Recreation Commission shall be as follows: • Develop and recommend to the City Council a Comprehensive Plan for development of the future parks and trails system. • Provide recommendations and act in an advisory capacity to the City Council regarding parks, trails, facilities, park maintenance, and related CIP projects. • Study of current recreation programs and desires of citizens for such services. Public Safety Commission The Public Safety Commission is appointed by the City Council and is charged with developing a citizen complaint procedure, promoting public interest in and an understanding of police work. They serve as a forum for the citizens of Otsego to voice their opinions regarding community safety, police, fire, and ambulance services. Heritage Preservation Commission The City Council appoints an advisory commission known as the Otsego Heritage Preservation Commission (OHPC), made up of five residents having an interest in historic preservation. The heritage of the City is among its most important assets and the OHPC works to safeguard this heritage by preserving sites and structures and documenting the history of the people and events in the community. The OHPC helps to foster civic pride in notable accomplishments of the past. The OHPC meets on the second Tuesday of each month at 7 p.m. at Prairie Center. Learn more about how to get involved with the City of Otsego. Watch for applications to join the committees, which will be available December to January. Each member serves a four-year term, with the term commencing on March 1st. SNOWPLOW SAFETY Otsego plows approximately 134 linear miles of city roadway, which equates to 311.1 actual lane miles. Crews also plow 160 cul-de-sacs, 23.4 miles of bituminous path, and 1.9 miles of sidewalk. Plowing activities begin whenever road conditions make driving difficult and are also dependent upon the time of day, current snow depth, and forecast. Larger roadways and collector streets are plowed on a priority basis followed by residential streets. Cul-de-sacs are plowed curb-to curb after residential streets are cleared. Sidewalks or paths near schools are cleared after roadways are cleared. Motorists are also urged to use caution during winter weather conditions and be aware of possible city, county and MNDOT snowplowing operations. Slow down and stay behind the snowplows. Drivers should allow at least five car lengths between their vehicles and snowplows. The street behind the plow will be the safest place to drive. Fully equipped trucks weigh as much as 66,000 pounds, 15 times more than an average car. Stay back, stay alive. Please educate children on the dangers of snow removal and make sure they play safely. Please remind them to: • Never build tunnels or snow forts in the snow banks near the street. The force and weight of the snow coming off the plows can collapse the tunnels or forts and harm the child. • Keep sleds and toys out of the street and away from the edge of the road. Snow banks make it difficult for plow drivers to see children playing in these areas. Children should never play near the edge of the road. • Stay away from the plow. If a plow is on your street, children should stay back at least 20 feet or more from the road. It is best to have children play near the house as the snowplow approaches and stay there until the plow has passed. Wright County clears the snow and ice from the county roads within Otsego. For issues related to snow removal or maintenance on a county road, please call 763.682.7384. SHOVEL FIRE HYDRANTS The City is requesting your help in keeping fire hydrants accessible. Snow piled or shoveled close to hydrants restricts operation during a fire emergency. Please clear a three-foot circle around the hydrant near your home to assure easy access for the fire department. SIDEWALK SHOVELING Property owners are responsible for removal of snow, ice, and other debris from concrete sidewalks adjacent to their property within 12 hours after the snowfall has stopped. Per Minnesota State Statute 160.2715, it is unlawful to plow snow onto the road. Recommendation: To minimize plows filling an already-cleared driveway with snow, residents should pile shoveled snow downstream of plowing operations – on the right side of the driveway when facing the street – to avoid having the snow plow push it back onto the driveway. Residents should clear a pocket on the left side of the driveway (when facing the street) for plows to drop snow. WINTER PARKING • There is no parking on any public street between 2:00 a.m. and 6:00 a.m. starting annually on November 1 and running through April 30. Vehicles parked on public streets during these hours are subject to immediate ticketing and/or towing. • There is no parking on any public street after a snowfall of two inches or more until after the street has been plowed to its full width. There were seven City Council meetings where the City Council and staff reviewed the preliminary budgets and respective property tax levies to ensure they align with the City’s strategic direction and vision. The City is proposing to increase the tax levy by $745,018 or 8.68 percent. As a result of the continued growth in Otsego, the Total Tax Capacity (tax base) is expected to increase approximately 25 percent, with an estimated tax rate of 30.027, which is a decrease of 13.08 percent from the current tax rate. City property taxes for a median value residential home are projected to remain the same for 2023 as they are in 2022. Did you know that on average, City of Otsego taxes only account for approximately 25 percent of your annual property taxes? The remaining 75 percent is levied by Wright County and your School District. My favorite part about my job is getting to be outdoors. I enjoy working with my co-workers and learning new things each day. When I’m not at work, I like to spend my time with my wife and kids. I enjoy camping, fishing, hunting, gardening, and generally most outdoor activities. Matt Sinna I graduated from Elk River in 2000. After that, I went racing dirt cars for 12 seasons with success! Dirt track and Formula 1 racing are my favorite forms of entertainment! I recently accepted the job at Otsego as a mechanic eight weeks ago and love it. Very happy to be here! Everyone is so nice. I really enjoy the versatility of working for this city. Everything from getting the big plow trucks ready to meetings on how to serve this community the best we can. This winter I will be plowing a few of your cul-de-sacs so wave at me! Jake L. I’m a fairly recent hire with the city, having just started at the beginning of October. So far, things have been going great and I hope that 10 years from now, I can do another staff spotlight and have a much cooler answer. I’m a part of Utility Billing in the Finance Department. I enjoy my work because not only do I get to speak directly with the residents of Otsego and get a finger on the pulse of what’s going on outside of City Hall, I also get to work with several other departments and make sure we’re all communicating/coordinating our efforts to make this the best place to live. A key component of the 2019 Independent School District 728 referendum, the new building offers a resolution for what was a crowded K-8 school by dividing the elementary and middle school levels. The brand-new middle school serves grades five through eight, a direction in which many Minnesota school districts have moved, including neighboring St. Michael-Albertville. “This made sense for the southern end of the district, which has seen such robust growth,” said Mike Schoemer, communications specialist for ISD 728. “Having grades five through eight at Prairie View Middle School as well as Rogers Middle School has freed up space for the elementary schools, especially those with early education centers like Prairie View Elementary School. NE Norin Landing Park was completed in 2019 and is one of two boat launches in Otsego on the beautiful Mississippi River. This park’s amenities include a boat landing, fishing pier, and river viewing areas. There is also a park shelter which includes picnic tables and signage that highlight the historical background of the area. For avid anglers, Norin Landing boasts one of the best smallmouth bass fishing areas in the state. Besides fishing, park users can enjoy observing the local wildlife that the river supports, especially trumpeter swans and eagles. For the past few summers, the Rogers High School Fishing Team has offered Intro Fishing Camps for kids ages 7-16 at Norin Landing. There was actual frost on the over 750 pumpkins handed out but by 10:00 a.m., the sun was out and it had warmed up a little. In full costume, Mayor Stockamp started the 18th Annual Pumpkin Patch, greeting everyone at the entrance. She said she enjoyed seeing all the families, especially the kids and even the dogs who dressed in costumes. New this year, we were very fortunate to have a local resident artist, design, and create (paint) our newest addition: the Pumpkin Pix Station. Many families posted their “Pix” on Facebook for a chance to win a prize in the Pumpkin Pix Drawing. Some of the pictures are below. Lastly, we would like to thank the Wright County Sheriff, Elk River and Albertville Fire Departments, OP for Air Soft (RC Cars), Miss Minnesota, Otsego residents, Otsego City Council Members, the Parks and Rec Commissioners, and others for braving the chilly temps and working hard to make this event so successful. There were 78 vendors and exhibitors, 10 food vendors, 12 sponsors, and 130 cars at the car show. • Free to the public were live entertainment, inflatables, laser tag, a petting zoo, and fireworks. Thanks to all who came out to the 2022 Otsego Prairie Festival. It was a grand day because of you!
