We are excited to continue our partnership with The Bank of Elk River as the Title Sponsor for the Otsego Prairie Festival, which provides free access for kids to the inflatable jumpies and laser tag. We will continue to have all of the usual favorites including food trucks, live entertainment and performances, a petting zoo, Touch-a-Truck, local businesses and many vendors, and a classic car show hosted by Otsego Rod & Custom. The Otsego Lions will be hosting a pancake breakfast 9:00 to 11:30 a.m. that morning and a bean bag tournament starting at 1:00 p.m, with a beer garden open all day. A burning permit is required for all open burns larger than a 3-foot by 3-foot area. A burning permit may be obtained at City Hall or from the DNR website at webapps15.dnr.state.mn.us/burning-permits. Once a burning permit has been issued, it is the permit holder’s responsibility to confirm that no burning ban is in effect prior to starting an open burn or recreational fire. During the fire, the permit holder must be constantly in attendance of the fire. No fire may be allowed to smolder with no person in attendance and the open burn or recreational fire must be completely extinguished before the permit holder leaves the site. A STATEMENT FROM YOUR SHERIFF Sean Deringer Wright County Sheriff WRIGHT COUNTY CITIZEN ALERT SYSTEM - SMART 911 A frequent line used by law enforcement agencies is that an informed public is a safer public. While the advances in technology and social media platforms have helped in this regard, it often creates challenges. A system called “Reverse 911” used to allow for public safety agencies to essentially “robo-dial” a certain area to warn residents about severe weather or public emergencies. However, these systems relied on landlines to function. The number of landlines has been dwindling, so the system now has its limitations. Wright County has a program using a service called the “Wright County Alert System.” This is a program you can sign up for on our website and find easily by using Google. The system is in place to be a smarter version of Reverse 911 by being able to target specific addresses and geographic locations. These notifications can be anything from severe weather alerts to large scale public safety emergencies. Those of you who have signed up for alerts from your respective school districts will find it’s similar in how it works. Obviously, handing your phone number out in the world of frequent spam calls can be a hard sell. While we encourage using our Wright County Alert System for the most up-to-date official releases, we try to utilize our social media sites as well. On the Wright County and Wright County Sheriff’s Office Facebook pages, we present press releases, activity reports, updates on public events, and some current events happening with our agency. In accordance with Minnesota Statutes, the financial statements within the Report must be audited on an annual basis, which was completed by BerganKDV. On June 13th, BerganKDV presented their opinion on the financial statements to the City Council, with the City receiving an Unmodified Opinion, also known as a clean opinion, which is the best opinion that can be given. Summary information regarding the City’s financials is provided below. Certificate of Achievement The Government Finance Officers Association of the United States and Canada (GFOA) awarded a Certificate of Achievement for Excellence in Financial Reporting to the City of Otsego for its 2020 Annual Comprehensive Financial Report. The City first applied for this award in 2012, and has received the award every year since. To be awarded a Certificate of Achievement, the City must publish an easily readable and efficiently organized annual comprehensive financial report. The report must satisfy both accounting principles generally accepted in the United States and applicable federal, state, and local legal requirements. A Certificate of Achievement is valid for a period of one year. It is expected that the 2021 report conforms to the Certificate of Achievement program requirements. It has been submitted to the GFOA to determine the City’s eligibility for another Certificate. Governmental Funds The City’s governmental funds account for all operations, capital projects, and debt payments, with the exception of the public utilities of water, sanitary sewer, and storm water. Those funds are excluded as they are operated like businesses and are intended to be self-sufficient. Utility Operations The City of Otsego operates public Water, Sanitary Sewer, and Storm Water Utility Systems, with nearly 4,800 customers. The Utility operations are not included with Governmental Fund operations and are not funded through the property tax levy. Rather, the Utility operations are fully self-funded through user charges to the customers on the public systems. General Fund The General fund is the City’s primary fund and accounts for all of the day-to-day operations of the City. Debt The City of Otsego has six outstanding debt issues, which have been used to finance projects ranging from public streets, city buildings, and utility system infrastructure. Always feel free to contact the City Finance Director, Adam Flaherty, at 763.441.4414 with any questions. 6 2022 Fall Otsego View MAILBOXES Each fall residents should remember to review mailbox standards to evaluate the construction and sturdiness of your mailbox prior to the snowplow season. Mailboxes can be vulnerable to damage from snow removal operations. When you review your mailbox, make sure it is installed so that the bottom edge is 45” to 48” above street level, with the post 20” back from the curb or front of the box. That amount of clearance is needed to keep the plow’s wing from hitting the box. These are standards that are set by the United States Postal Service. If there are any plastic newspaper tubes attached to the mailbox, they should be above the 45” height requirement as well. Check to make sure the construction is stable enough to withstand the force of the wet snow and ice coming off of the wing of the snowplow. The City does not assume liability for mailboxes damaged during normal plowing operations, unless it is determined the plow made direct contact with a mailbox meeting the installation requirements. Decorative and plastic mailboxes are not within the requirements and will not be replaced if damaged. Always check with your local Postmaster for approval on custom-made boxes. If you do not have a raised curve, also ask your local postmaster for guidance on placement of mailbox from the side of the road. As a reminder, Otsego properties are served by five post offices, each with a separate zip code. FALL HYDRANT FLUSHING The City of Otsego has 923 hydrants throughout the city. Each fall they are greased and drained! Hydrant flushing is necessary to test the hydrants and to remove sediment buildup. East: October 1-15 | West: October 16-31 If crews are working in your neighborhood, you may experience some water discoloration, but this does not affect the safety of the water. It’s best to avoid doing laundry until the discoloration has disappeared. Cats are also prohibited from running at large. Feces must be picked up and disposed of from yards, city parks, and trails. Owners will be subject to enforcement of nuisance violations. To report a dangerous dog, a dog or cat running at large, or barking dog that is disturbing the peace, please call the Wright County Sheriff at their Non-Emergency line: 763.682.1162 or if it is an emergency, call 911. Picking up dog waste is vital to keeping lakes, streams, rivers, and even drinking water clean. Visit poopfairy.university to learn more about the importance of picking up after your pets. STORMWATER POLLUTION: ILLICIT DISCHARGE Source: MPCA and WI Salt Wise WHAT IS STORMWATER? Stormwater is water from rain or snow that flows across our yards, driveways, and streets and into the storm drains and ditches. These drains and ditches then send the water directly into our waterways. Anything besides stormwater in these drains is considered an illicit discharge. WHAT IS ILLICIT DISCHARGE? An Illicit Discharge is any contaminant that enters the City of Otsego’s storm sewer system. Examples of Illicit Discharge include: yard waste, pet waste, trash, sediment from construction sites, chlorinated pool water, paint, commercial car wash wastewater, gasoline or oil, and sewage. WHY IS ILLICIT DISCHARGE HARMFUL? Stormwater is not treated before entering our lakes, rivers, and streams. All the contaminants in stormwater affect aquatic life. For example, yard waste is a source of phosphorus, which contributes to algal blooms. Sediment clouds our waters, making it difficult for sunlight to reach native aquatic plants. Pet waste contributes to harmful bacteria, and chlorinated pool water can be lethal to some aquatic species. HOW DO I KNOW AN ILLICIT DISCHARGE IS OCCURRING? Possible indicators of an occurring illicit discharge include: unusual color or cloudiness, strong pungent or musty odor, floating debris, surface scum or foam, oil sheen, and dead fish. WHAT SHOULD I DO IF I SEE ILLICIT DISCHARGE? Please call Kevin Lamson with the City of Otsego at 763.441.4414, and describe what, where, and when you saw the illicit discharge. Salt Pollutes When snow and ice melt, the salt goes with it – washing into our lakes, stream, wetlands, and groundwater. Once in the water, there is no way to remove the chloride, and it takes only one teaspoon of salt to permanently pollute five gallons of water. Some tips to reduce salt use: • Clear walkways and other areas before the snow turns to ice. • Scatter salt so that there is space between the grains. A coffee mug of salt is enough to treat an entire 20-foot driveway or 10 sidewalk squares. • 15 degrees is too cold for salt. Most salts stop working at this temperature. I then obtained a full-time position as a Utility Operator in early 2020. One thing that I really enjoy about my job is the process we use to treat Otsego’s wastewater so that we can safely and effectively return the treated water back into the environment! In my free time, I spend a lot of time outdoors doing anything from hunting/fishing to gardening. I also enjoy spending time with my family and friends and of course, cheering on my Minnesota Vikings. Steve Springer I started with the City of Otsego in the Public Works Department in November 2005! One thing I find enjoyable about working in the Streets Department is the variety of maintaining the infrastructure within the city. In my free time, my wife and I enjoy traveling, whether by truck or motorcycle. We have discovered many unique places and have many friends from the U.S. and Canada. We also enjoy spending time with our eight grandkids. Joey Hinzman Hello, my name is Joey Hinzman, and I am an Administrative Intern for the City of Otsego! I am a recent graduate from the University of Wisconsin – La Crosse with an undergraduate degree in Public Administration and Economics. I am a relatively new employee at Otsego, being hired onto the team in May. My favorite aspect of my internship is that I get to work on a variety of projects across multiple city departments. It is refreshing to have diversity in the work I am assigned to, and every staff member is super friendly and willing to assist me with any questions I may have! A fun fact about me is that I am going to graduate school at Hamline University in the fall to pursue my master’s in Public Administration. My career goal is to be employed into a supervisor-level position for a local government, so I am excited to continue my academic career! The department’s responsibilities include pavement and gravel road management, storm water maintenance, snow plowing and ice control, tree trimming, and fleet maintenance. The warmer months of the year allow the street department an opportunity to complete numerous projects. We decided that shooting slime at kids was way more fun and we added an evening run, too, so everyone would have the opportunity to join in and get slimed. RC CAMP In June, Dan Magnuson from OPFOR AIRSOFT and Joe Sundeen offered the first RC Camp at the Prairie Park RC Track. The campers drove Traxxas cars and had fun doing burnouts! FISHING CAMP Rogers High School REELS Club ran the second annual Fishing Camp this year at Norin Landing. Future anglers received a Rogers Reels T-shirt, buff, and a fishing pole, which was donated by a private sponsor. TOUCH A TRUCK It was a great start to summer and the most attended Touch a Truck (TAT) event yet (2,000). The weather was perfect and the line of traffic never stopped due to all the TAT participants and all the soccer/baseball games going on. Prairie Park was busy that night! NE) Prairie Park is known as Otsego’s oldest and largest (60 acres) park. It is home to Otsego’s largest event, the Otsego Prairie Festival and Car Show (Sept. 17), where the community gathers for a fun-filled day. Besides the Prairie Festival, the Parks and Recreation Commission, along with the city, hosts three large community events each year: Pumpkin Patch (Oct. 8), Santa Day (Dec. 10), and Egg Hunt (each spring).
