AGENDA ITEM DETAILS RECOMMENDATION: City staff recommends the City Council conduct the Public Improvement Hearing for the 2023 Street Renewal Project and approve a resolution ordering plans and specifications. BACKGROUND/JUSTIFICATION: Each year the City Engineer and Street Operations Manager review and score the entire existing street infrastructure. Based on this review, the Capital Improvement Plan (CIP) is developed. This plan includes street renewal projects prioritized towards the street infrastructure in the worst condition. The streets within the residential developments of Otsego Acres 1st and 2nd Addition, Vasseur’s Oak Grove Estates 1st and 2nd Addition, Deerfield Acres, and Hidden Valley were paved between 1980 and 1982, all were overlayed in 1999. Based on typical sections at the time of development, the existing roadways consists of approximately 4”-5” of bituminous surface over 6” of aggregate base. Typical paved street widths vary from 21’ – 23’ feet wide. The pavement is experiencing lateral, transverse, and alligator cracking, as well as thermal cracking. In some locations, the street edges are also eroding. The value of existing housing is positively benefitted by accessing a bituminous paved street in good condition. The existing 13 residential street surfaces have PCI (Pavement Condition Index) Ratings between 45 & 48, which is below the average in the City of Otsego. Typically, pavements with PCI Ratings of 50 or less are in their final stages of useful life and will need to be reconstructed or overlaid in the very near future. The proposed improvements will include reclaiming existing streets to a depth of approximately 10”, shaping the reclaim material and placing 3.5” of new pavement. Each street will be rebuilt to a total width of 22 feet to keep them within the existing roadbed and mitigate the need for additional material and grading. Typical street section will be rural, with a 1 ft aggregate shoulder, and ditches/swales to manage stormwater. As part of the project, any existing centerline (crossing) culverts will be replaced and upgraded to concrete. Jansen Ave NE in Otsego Industrial Park was built in 1995 and is scheduled to receive an overlay in 2023 as part of this street renewal project. The City Council authorized the preparation of a Feasibility Study to determine what needs to be completed to remedy the issues, determine a cost estimate, and allocate costs. An open house was held February 8th to provide residents a less formal opportunity to review the project and discuss the project with the design team. The Public Hearing is being held at this meeting to present the study to the residents. The City Council will hear resident’s comments or concerns regarding the possibility of continuing toward a project and with regard to the potential for assessments in accordance with MN State Statue 429 and City Policy. After the public hearing is closed, the City Council will determine whether to move forward with the project by considering approval of a resolution authorizing preparation of plans and specifications. If approved, the plans and specifications will be considered for approval by the City Council at a future meeting, where staff would be seeking authorization to bid the project. The Capital Improvement Plan (CIP) included a budget in the amount of $1,186,887 for this improvement project. The total estimated project cost is $1,184,053 and will be funded by special assessments in the amount of $193,284, and the remaining balance of the project paid with funds from the City’s Pavement Management Fund. INTRODUCTION The purpose of this Feasibility Report is to present the City of Otsego with a preliminary examination of municipal street improvements for the following list of streets within Otsego, Minnesota. This report discusses the proposed scope of improvements, preliminary cost estimates, and a project schedule. For this project, there will be 13 residential streets to be rebuilt via reclamation/repaving, and 1 industrial street to receive an asphalt overlay. Proposed reclaimed streets will mostly be funded by the City with a predetermined assessment cost to the properties along those streets. The overlay street (Jansen Ave NE) will be 100% funded by the City of Otsego. This report has been prepared in compliance with Minnesota State Statutes 429 for projects resulting in special assessments. 1. Jansen Ave NE (C.S.A.H. 37 to Terminus) 2. A PCI rating of less than 50 indicates that structural degradation will accelerate, and thus require more frequent repairs. When repairs of low PCI streets become a substantial annual cost to the City, it is recommended that the street be reconstructed. In this case, all the streets, except for Jansen Ave NE, have had one asphalt overlay applied. Existing street surfaces for all but 1 street are over 40 years old, with overlays more than 20 years old. DEERFIELD ACRES, HIDDEN VALLEY 10 II. PROPOSED PROJECT The 2023 Street Project is scheduled to renew 13 residential streets by reclamation and repaving, and 1 street by overlay. The streets to be rebuilt fall under a typical rural street section (no curb) utilizing ditches and culverts to convey storm water. These streets currently vary in width from 21 to 23 feet. All residential streets, will be rebuilt at 22 ft in width. Typical sections are provided in Exhibit C. In all cases, the road profile elevations will increase about 3.5 to 4 inches for all streets due to the reclamation process, where it will grind, mix, and place the existing asphalt and aggregate to be used as the new road base for asphalt paving. The resulting combined asphalt/aggregate base is thicker and more robust that the original base, thus substantially improving the structural strength of the road. Due to the increased road profile elevation, driveway entrances will be modified to match the road. This will require removal of a portion of the existing entrance (minimum of 5 ft in length) to suitable point where it can be sloped to match the new road. Concrete drives will be sawcut at the nearest expansion joint. All driveway entrances will be rebuilt in-kind. Existing crossing Corrugated Metal Pipe (CMP) culverts are also to be replaced with Reinforced Concrete Pipe (RCP) during the project. This is mainly due to age and corrosion. EXHIBIT C 11 III. INITIATION The feasibility report was initiated by the City Council as the streets were included for the 2023 Capital Improvement Plan. This was due to the PCI ratings being some of the lowest in the city and in accordance with the city’s policy regarding streets renewal program. IV. FEASIBILITY From an engineering standpoint, the project is feasible, and the value of existing housing is positively benefited by accessing a bituminous paved street in good condition. It can be accomplished as proposed, and need not be constructed in conjunction with any other project. The City and the persons assessed should review the project for benefit to determine the economic feasibility of the proposed improvements. V. RIGHT-OF-WAY / EASEMENTS The existing residential streets and proposed street improvements are located within the existing 66-foot-wide right-of-way. 84 ft ROW for Jansen Ave NE. VI. PERMITS No permits would be required to accomplish the work. VII. COMPLETION This project is proposed to be completed during the 2023 construction season. VIII. PRELIMINARY PROJECT SCHEDULE The preliminary project schedule for the 2023 Otsego Street Renewal Project has yet to be determined. IX. ESTIMATED PROJECT COST This report includes a detailed estimate of construction costs for all overlay and reclamation street improvements (Exhibit D), and has an estimated total project cost of $1,184,053. Costs are separated for each type of project (overlay or reclamation) and street. The quantities and unit prices herein are estimates only and are not guaranteed. PROPOSED FUNDING The funding for the CIP street renewal project is expected to be provided by two sources: City of Otsego, and benefitting property owners. Reclaim Projects There are thirteen (13) street reclamation projects that will receive funding from the City and each of the 177 benefitting properties. Overlay Projects Funding for the overlay project on Jansen Ave NE will be covered by the City of Otsego at 100%. XI. ESTIMATED ASSESSMENT Reclaim Projects Estimated total project cost of $1,126,661 to reclaim the thirteen (13) streets will be paid for by the City, and an assessment of $1092 from each of the 177 benefitting properties. The aggregate assessed benefit to the City will be $193,284, with the remaining cost of $933,377 to be covered by the City of Otsego. Overlay Projects Funding for the overlay project on Jansen Ave NE will be covered by the City of Otsego at 100%. Total estimated project cost to the City is $57,392. CONCLUSION AND RECOMMENDATION This report analyzed the feasibility of improving streets. The proposed improvements are necessary, cost effective, and feasible from a technical and engineering standpoint, and also benefit the assessed properties proposed as shown in the tables and maps provided in Exhibit D. XIII. ASSESSMENT The assessment value of $1092 is a pre-determined cost established by policy. Assessments can be paid in full or partially prepaid once the assessment roll has been adopted by the City Council after all costs are determined. Any unpaid portion of the assessment will be added to the property tax of each property payable starting in 2024.
