On behalf of the City, we would like to thank outgoing Councilmember Tom Darkenwald, who served on the City Council since 2007, and played an important role in guiding the City of Otsego during his terms. Congratulations to Councilmember Tina Goede for being reelected to a second term, and to Councilmember Ryan Dunlap joining the City Council for his first term. Development Commercial development projects will continue in 2023, with two projects already having City approvals. Due North Car Wash is currently under construction near 85th Street and Parrish Avenue. ALDI is expected to begin construction in the coming months for a new store located near 87th Street and Parrish Avenue. Another project on the radar is a Michael’s retail craft store, which will be remodeling the retail space adjacent to Target. Industrial development was very strong in the past year with new buildings for Blu Dot and Dakota Supply Group and a significant expansion for Room & Board. Residential growth slowed over the past year in comparison to the previous two years but finished on par with the five-year average growth rate. The State Demographer currently estimates the population at 21,289. The City of Otsego received a SHIP grant from Wright County so we will be working on adding wayfinding signage to help residents and visitors easily find our neighborhood parks along with signage at the parks with the key of park amenities. This project will not be all done at one time, but you will begin to see the changes at Prairie Park, as well as our oldest neighborhood park, School Knoll. MAYOR Jessica Stockamp SEVERE WEATHER AWARENESS WEEK – APRIL 17 TO 21 Two of the most important events during Severe Weather Awareness Week are the annual statewide tornado drills. These drills are scheduled for Thursday, April 20. Outdoor warning sirens and NOAA Weather Radios will sound in a simulated tornado warning. The first drill is intended for institutions and businesses. The evening drill is intended for second shift workers and families. Residents are able to bring leaf and grass clippings to the City of Albertville Compost Site. There are also options for private solid waste companies to provide a cart to service properties at a cost. • Otsego residents may dispose of yard waste free of charge at the Wright County Recycling Center located at 505 County Road 37, Buffalo, MN 55313. Please check with Wright County regarding days and hours of operation via their website at www.co.wright.mn.us under Planning & Zoning or calling 763.682.7338. • Private garbage haulers within the City will also provide a separate container for yard waste for an additional charge. • Otsego residents may dispose of yard waste at the Albertville compost site located off of Maciver Avenue approximately 1/2 mile north of CSAH 137/60th Street (between 63rd & 65th St.) THE CITY ROLE IN BUSINESS DEVELOPMENT The City often fields questions about why one business is developing in Otsego but not another. There may be a favored restaurant or store residents would like to see in the community or the same franchise in close proximity. It is a common misconception that the City controls the number of restaurants, gas stations, or stores in Otsego or chooses the franchises that locate here. These decisions are made almost entirely by the private sector based on trade areas, market demographics, competitive locations, as well as agreements with existing franchises. The City defines the type of land uses that are to be developed within Otsego generally as residential, commercial, and industrial as part of the Comprehensive Plan in specific locations, in order to plan necessary transportation and utility infrastructure to support the designated use. The Zoning Ordinance establishes districts that allow for similar and complementary uses within these residential, commercial, and industrial areas and sets forth standards like exterior materials, minimum lot area, setbacks, number of parking stalls, landscaping, signs, lighting, and stormwater management. Once the Comprehensive Plan is adopted and zoning districts are established, a landowner has entitlement to develop provided the use complies with the standards set by the City. City has limited authority to pick and choose which businesses will develop and would likely face a lawsuit if an allowed use were not approved without cause. More information about the Comprehensive Plan and development process is available for reference on the Planning Department page of the City website. ZIP CODES Otsego properties are served by five post offices, each with a separate ZIP Code: 55301, 55330, 55362, 55374, and 55376. The City engaged the U.S. Postal Service (USPS) in the past regarding establishing an Otsego post office and/or at least a ZIP Code. The City was told that because the USPS is not adding new post offices, it is unlikely Otsego will have its own designated zip code. However, the City Council has worked with the USPS and area postmasters to get approval for property owners to utilize “Otsego” as their mailing address regardless of zip code. If you have been following the City of Otsego Parks and Recreation Facebook page or the City of Otsego Facebook page, you may have learned this past summer, emerald ash borer (EAB) was confirmed in Otsego. What does this mean for you and your trees, exactly? Check if the tree on your property is an ash tree. There are great resources and helpful supplemental information on the internet. One of the best resources is the Minnesota Department of Agriculture (MDA). Search emerald ash borer on the MDA website; they have various resources to help you make an informed decision on your ash tree, or visit mda.state.mn.us/eab MDA considers May 1 - September 30 as active season for EAB, when EAB adult beetles emerge from infested wood. On the webpage, there are multiple options available for individuals who suspect they may have EAB on their property. There are three online forms, or you can leave a detailed message at 1.888.545.6684. If you have identified EAB on your ash tree, the level of infection will help determine your next steps for treatment. On the MDA website, there are tools under Homeowners Resources to help identify potential infestation. If your tree is not past the critical point, inoculation with an insecticide may be an option to consider. If the EAB infestation is too severe, removal may be the only option. If you are having a hard time deciding what action plan is best or what emerald ash borer is, please come to a free workshop hosted by the Minnesota Department of Agriculture this spring. The City of Otsego has over 200+ ash trees that need to be removed and will replant City-owned ash trees on public property and parks. The City was fortunate enough to receive a Protect Community Forests by Managing EAB grant from the Minnesota Department of Natural Resources. This will help offset costs to remove and replant City owned ash trees. Free Emerald Ash Borer Field Workshops MDA staff will be leading free EAB Field Workshops in several locations throughout Minnesota in March. These outdoor workshops will provide an opportunity to get a firsthand look at EAB-infested ash trees and will assist the community in becoming familiar with early detection. The hour-long sessions will cover EAB biology, distribution, management, regulations, and insecticide treatments. Workshops are provided free of charge through support from the US Forest Service and Minnesota’s Environment and Natural Resources Trust Fund. City Services The City is continuing to evaluate facilities and is planning for the future of City services. Over the past two years, the City has been conducting studies on the respective topics. The first, an Emergency Services Evaluation, has prompted the development of the new Emergency Services Department. Recruitment efforts for an Emergency Services Director will begin early in 2023. This new position will lead the City through the expansion of public safety-focused services such as emergency management and fire protection. The second study is a Space Needs Evaluation for City facilities and will guide future expansions of City buildings such as City Hall, Public Works, and the Prairie Center. Water & Sewer Projects The City was recently awarded $3.4 million in federal funding that will be used toward a drinking water improvement project. The award provides 80% of the funding for the $4.25 million project, which will enter design phase during this year and construction in 2024. This project, in conjunction with a watermain installation project scheduled for later in 2023, will allow for improved drinking water to be distributed throughout the City’s water utility system. The other major utility project in 2023 is the expansion of the West Wastewater Treatment Facility. This project broke ground in the fall of last year and is on track for full completion in early 2025. Upon its completion, the facility will provide state-of-the art treatment of wastewater for current and future development within the City. The solids generated from this facility are then transferred to the recently constructed Biosolids Facility at the East Wastewater Treatment Facility, where they are processed into a product that is donated for agricultural benefits. More information to be shared soon on how this process works and its benefits, including cost, efficiency, and environmental protection. Parks & Recreation The Parks and Recreation Department recently completed a Wayfinding Plan made possible by a grant funded by the Statewide Health Improvement Partnership. One of the primary goals of the study was to develop plans that encourage people to get outdoors, be active, and stay healthy. This plan will help achieve that goal by effective communication with the community in the form of parks and trail signage that highlight the City’s investment in parks and recreation and will help residents find the different amenities within the City. The City is engaged in the conceptual planning phases for two additional projects to the City’s Parks and Recreation system. The first will be an expanded access project to the Mississippi River at Carrick’s Landing Park. The City is seeking grant funding during 2023 from the Minnesota Department of Natural Resources and is hopeful this project will initiate construction later this year. The second project will be improvements to School Knoll Park, which is the oldest neighborhood park within the system. There is a map of all the parks and trails within the City on the website under Parks & Recreation. OTSEGO FARMERS MARKET Tuesdays, June 13-August 29 3:00-6:00 p.m. See write-up on page 22 for more information. 7www.ci.otsego.mn.us OTSEGO RECEIVES FEDERAL FUNDING FOR DRINKING WATER TREATMENT PLANT The City of Otsego will receive $3.4 million in federal funding to design and construct a drinking water treatment facility. Senators Amy Klobuchar and Tina Smith secured the funding through the “Congressionally Directed Spending” (CDS) process, which supports projects throughout the state that benefit local communities. City officials gathered data and other supporting information and then submitted an application in April of 2022 outlining the project’s purpose, goals, history, and justification, including letters of support from local and state agencies. The annual spending bill passed in December of 2022, and Senator Klobuchar met with City officials at Otsego City Hall to discuss the project on January 5, 2023. Pilot testing is scheduled this spring, with engineering design through the fall and project construction through 2024. The timing of the funding and improvements coincide with the drilling of a new municipal well and will capture the site’s full- capacity potential. Water treatment has been a goal of the City, identified through long-term planning as a path to improve water quality. “This is an exciting improvement for the City,” said Utility Manager Kurt Neidermeier. “We appreciate the advocacy and support of Senator Klobuchar, Senator Smith, Congressman Emmer, and their staffs to create the opportunity. It was certainly a highlight to meet Senator Klobuchar, and a fantastic start to the year.” According to Neidermeier, this is the first step to providing water quality improvements for municipal users with a large economic benefit of project savings and job opportunities within the community. “This project will enable critical improvements to Otsego’s water infrastructure that will boost the health and safety of families across the City,” Senator Klobuchar stated in a press release from her office. “I am proud to have worked with local leaders to secure this funding, and I know that these resources will make a real difference in Otsego.” NEED A DECK? I enjoy the constant challenges of maintaining our drinking water and wastewater treatment facilities and infrastructure. My days fly by because of the long list of things to do and because my co-workers make it an enjoyable work environment. I have endless variety most days, whether it’s repairing fire hydrants, collecting samples for the Minnesota Department of Health, pulling a lift station pump up from 40’ deep manholes, or talking with residents about how things are treated at our facilities and why. A fun fact about me is that I was homeschooled and graduated head of my class. I love spending time with my wife and two kids. Full Ordinance: Section 5-2-3.E of the City Code (Health, Sanitation, and Environment–Property Maintenance) is hereby amended to read as follows: E. Boulevard Plantings. A property owner in the City shall be permitted to plant and maintain the boulevards abutting the front lot line of their property along local streets defined by the Comprehensive Plan in accordance with the provisions of this section. 1. No boulevard shall be planted without written documentation that the property owner has contacted “Gopher State One Call” to determine location of sewer and water mains, laterals and service, and other underground utility lines forty eight (48) hours before digging. 2. No deciduous or coniferous trees shall be planted within the public right-of-way between the curb or street surface and the front lot line of abutting properties or within the roadway easement. Trees installed prior to October 10, 2022 shall be maintained to provide a minimum fourteen feet (14’) of clearance for the nearest vehicle lane on a public street and eight feet (8’) of clearance along public sidewalks. 3. Plantings other than trees shall be allowed provided that: a. Plantings may include flowers, vegetables, and other plants, but in no event shall any noxious weed be planted or maintained. b. Plantings may not exceed thirty six inches (36”) in height. Plantings within thirty feet (30’) of any intersection (as measured from the property line) or within twenty feet (20’) of any alley, or driveway approach (as measured from the end of the radius or within five feet (5’) of a public utility fixture or street curb) may not exceed twelve inches (12”) in height. c. We try our best to clear all main trails along our city’s streets so residents have a safe space to get out and walk in the winter. We also clear park trails and provide sledding hills at Prairie Park and Beaudry Park. At these parks, we have our “Sled Sheds” where residents can come and use sleds and kindly return them when they are done having fun.
