CITY OF OTSEGO
CITY COUNCIL WORKSHOP
October 17, 2007

Roll Call: Otsego City Council: Mayor Larry Fournier,
Councilmembers Mark Thorsted, Tom Darkenwald, Jessica
Stockamp, and Vern Heidner.
Absent: None.
City Staff: City Administrator Michael Robertson.
Also present were Park & Recreation Commissioners Rose
Cassady, Kathy Roberts, and Mike Brumm, Planning Commissioner
Dave Thompson, and Peter Leatherman of Decision Resources.
REVIEW OF A POSSIBLE CITIZEN SURVEY:
A possible citizen survey was discussed. The Park
Commissioners indicated they would like to know how people
use the current parks, what items would they like to see in
future parks, preferences of large versus small parks, and
the popularity of recreation programs.
Councilmember Stockamp reported that the Police Commission
would like to know citizen perceptions of police protection,
response time, and general satisfaction.
Councilmember Thorsted reported that the Historic
Preservation Commission wanted to know how many people wanted
to save the Peavey House. Council wanted to know how many
people even knew that the Peavey House existed.
Mr. Leatherman reviewed possible questions on these issues
and others such as property taxes, service levels,
communication, and demographics. He said that a survey of
100-120 questions would cost about $16,000-18,000. He said
that the survey can take anywhere from fifteen to forty
minutes depending on the answers, and that most people are
happy to respond to the survey because it gives them a chance
to make their opinions known.
Mr. Leatherman said he would prepare a list of possible
questions based on the discussion and that he would get back
to staff some time in mid-November. No survey could be done
until February.
OTHER BUSINESS:
Administrator Robertson said he would be attending the joint
Wright County -Cities meeting on Wednesday, November 14.
Councilmembers Stockamp and Darkenwald said they planned to
attend. Councilmember Heidner said he would cover the
November Park Commission meeting for Councilmember Stockamp.
With no other business, the meeting was adjourned at 9:06
p.m.
