Call to Order.
This meeting was called to order at 6:31 PM.
Roll Call: Chair David Greeman; Commissioners: Dan Freiberg, John Braun, Gregory Hubbard,
and Mark Wolf; City Council: Mayor Jessica Stockamp, CM Ryan Dunlap & CM Tina Goede

2.Consider agenda approval.
Commissioner Mark Wolf motioned to approve agenda as written. Seconded by
Commissioner Greg Hubbard. All in favor. Motioned carried. 5-0
3.Consider the following minutes:
3.1 November 9, 2022
Commissioner John Braun motioned to approve the minutes as written. Seconded by
Commissioner Mark Wolf. All in favor. Motion carried. 5-0
4.Open Forum.
Tim and Lyn Neutgens - 13271 85th St NE, Otsego MN - Home has been struck by firearm
discharge (bird shot). Juvenile Neighbor has been shooting a firearm towards their home during
hunting season. The hunting is occurring behind their home. The Neutgens are requesting the
city to change the firearm discharge zone. This needs to be addressed with the Planning
Commission as well. Finally, the Neutgens requested the board to lower the speed limit in front
of their home, on 85th St. Currently 55 mph and wants it to be 40 mph.
5.Review received monthly reports.

Brian Nord Present - Discussed some long response times due to shortage of ambulances.
Working on staffing issues and working on better coverage. He answered many questions by
the commissioners.
