2023.02.27 City Council MinutesOTSEGO CITY COUNCIL MEETING MONDAY, FEBRUARY 27, 2023 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, City Engineer Ron Wagner, City Attorney Joel Jamnik, and City Clerk Audra Etzel. City Planner Daniel Licht arrived at 7:22 PM. Those indicated with a (*) attended via video conference. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. Mike Robison, 7981 Ogren Avenue NE would like to know if the proposed street improvements will increase his taxes and the value of his property. City Administrator/Finance Director Flaherty noted the City Council has not adopted the proposed special assessment of $1,092 and noted Mr. Robison would need to speak to the Wright County Assessor's Office regarding any changes in the value of his property. Mayor Stockamp closed the Open Forum at 7:03 PM. 2. Consider Agenda Approval: CM Dunlap motioned to approve the agenda, adding 5.1 Special Assessment Policy, seconded by CM Goede. All in favor. Motion carried 5-0. 3. Consent Aeenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. February 13, 2023 Meeting. 3.3 Call a Special Meeting on April 12, 2023, for Emergency Services Director Interviews. 3.4 Approve the Hiring of a Seasonal Utility Maintenance Position. 3.5 Accept Quotes and Approve Service Contract — Booster Station Improvements. 3.6 Adopt Resolution 2023-14 Establishing Water and Sanitary Sewer Utility Rates for 2023. 3.7 Adopt Resolution 2023-15 Authorizing Application for an Outdoor Recreation Grant. CM Dunlap motioned to approve the consent agenda as written, seconded by CM Moores. All in favor. Motion carried 5-0. 4. Administration: 4.1 Construction Manager Request for Proposals — City Campus Project: A. Presentation by City Administrator/Finance Director. B. Consider Authorization to issue a Request for Proposal. City Administrator/Finance Director Flaherty presented the Request for Proposals (RFP) for Construction Management Services for the City Campus Project, outlining the process and timeline. Jake Wollensak with Wold (*) was available to answer any questions if needed. Jake Wollensal< stated Wold works with construction managers and general contractors through the construction process. A Construction Manager is a valuable tool through the design process to keep the project moving forward. CM Moores asked if getting supplies are still an issue? Mr. Wollensal< said it is dependent on the manufacturer, materials are coming back to normal levels; a Construction Manager would keep track of any issues. Mayor Stockamp verified section 3.2.10 in the contract confirms a contract is not guaranteed to move forward. City Administrator/Finance Director Flaherty said the RFP is being sent to eight Construction Managers that have successful project histories and can provide the level of services necessary for the projects. Mayor Stockamp has spoken with other cities, and they have also used a construction manager for their projects. CM Moores asked if the RFPs will include past projects? City Administrator/Finance Director Flaherty said this will be part of the proposal requirements. CM Moores asked who would be included in the RFP process? City Administrator/Finance Director Flaherty said it would be the Core Planning Group who would make a recommendation to the City Council. City Attorney Jamnik said City Attorney Kendall recommends the RFP and has reviewed the contract. CM Goede motioned to authorize the City Administrator/Finance Director to issue a Request for Proposals for Construction Management Services, seconded by CM Dahl. All in favor. Motion carried 5-0. 5. City Council Reports and Updates: 5.1 Special Assessment Policy Follow -Up: CM Dunlap is requesting to review the special assessment policy and having staff prepare materials. Mayor Stockamp suggested a workshop to review the current special assessment policy and allow for discussion for possible changes. CM Moores asked CM Dunlap to see how he is coming up with the large percentage increase. CM Goede said there were many meetings, and a lot of thought went into the current special assessment policy, she does not want to hold up the project. City Administrator/Finance Director Flaherty confirmed the project is moving to preparation and design based on approval at the last City Council meeting. At the workshop staff will provide the current funding policy, the different components, and the financial aspects. The City Council can give staff direction on possible alternate funding options following the workshop. Mayor Stockamp motioned to called for a Special City Council Workshop on Monday, March 27, 2023, at 5:30 PM to discuss Special Assessments, seconded by CM Dunlap. All in favor. Motion carried 5-0. A. Heritage Preservation Commission Liaison CM Moores. CM Moores said the next meeting is March 14th and she looks forward to welcoming the new commission members. B. Parks and Recreation Commission Liaison CM Moores. CM Moores said the School Knoll Park project is going out for bid and is looking forward to welcoming the new commission members. C. Planning Commission Liaison MaVor Stockamp. Mayor Stockamp said Commissioner Jim Kolles had his last meeting after approximately 37 years of serving. The commission reviewed Mississippi Landing and a zoning ordinance amendment. The Planning Commission requested a joint meeting with the City Council, City Planner Licht will add to the March 20th Planning Commission agenda. D. Public Safety Commission Liaison CM Goede. Mayor Stockamp said there was discussion on the no discharge map, ambulance staffing, and call increases at NorthStar. Mayor Stockamp, CM Moores and CM Dunlap recently attend the League of Minnesota Cities trainings for elected officials and provided updates on their experience. Mayor Stocl<amp will attend the upcoming Wright County Snowmobile Association meeting. 6. Staff Reports and Updates: City Administrator/Finance Director Flaherty said the Public Safety Commission will receive an annual report from all three Fire Departments at their next meeting. Flaherty provided updates on active recruitments, a crane delivery at the West WWTF, facility tour schedule, and a fire that occurred over the weekend. City Planner Licht said the Planning Commission will review an application at their next meeting for a coffee shop use on the Bank of Elk River site. Sergeant Jason Oltmanns, Wright County Sheriff's Department provided updates on recent weather events, calls for service at NorthStar, and the fire that occurred over the weekend. Mayor Stockamp and the City Council appreciates staff's dedication and hard work with the recent snow events.
