AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending the City Council accepts quotes and authorize test well drilling for Well #11. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No No BACKGROUND/JUSTIFICATION: The 2023 Utility Capital Improvement Plan (CIP) includes funding for test well drilling and engineering to initiate future Well #11, located on City property at the West Wastewater Treatment Facility. Test well drilling is recommended to establish water capacity and quality information to guide equipment sizing and Wellhouse #3 connection. Quotes were requested from two contractors due March 3; however only one contracted returned a quote. Engineering and Operations Staff have reviewed the quote and is recommending the low quote by Traut Companies of St. Joseph, Minnesota, in the amount of $83,985.00. The responsible contractor has completed multiple well projects for the City providing consistent and satisfactory work. The Engineer’s Estimate for the project was $83,785.00 with the CIP including funding in the amount of $150,000 for 2023. Awarding this project provides preparation of infrastructure expansion to meet municipal water needs of the community. Completion is anticipated in the fall of 2023 allowing staff to prepare draft timelines and estimates of a future municipal well with wellhouse connection initiating in 2024 completing in 2025. The well location fits the long-term strategy of water production, risk and resiliency of the system. The Public Works Subcommittee reviewed this information at their March 22 meeting and recommended consent agenda consideration by the City Council.
