City staff is recommending the City Council accepts quotes and authorize the 70th Street Turn Lanes Project.

BACKGROUND/JUSTIFICATION:
Quotes were opened for the Martin Farms Avenue and 70th Street Turn Lanes Project on March 21,
2023. Six requests for quotes were sent out with two quotes received as shown on the attached
Quote Tabulation.
The Capital Improvement Plan (CIP) included funding for this project in the amount of $50,000. After the
project was designed, an Engineer Estimate of $84,870.01 was presented to the Public Works Subcommittee at
their February 2023 meeting. Omann Contracting Companies, Inc. of Albertville, Minnesota provided the low
quote in the amount of $83,890.50, and with engineering costs included, the total project costs are
estimated at $104,863.13, which is well more than the CIP budget.
The tight constraints of the project, especially on the north side, almost required a retaining wall to ensure
proper draining and slope, but we were able to forgo that costly item, preserve drainage, and minimize trail
and neighboring impacts.
Smaller projects like these can be very difficult to estimate:
1. Due to numerous minor, but necessary project components, that the design unsurfaced, and which
the contractor has to find sub-contractors willing to complete those minor work items.
2. Contractor has to handle the logistics of several subs and their mobilization costs for a small project.
3. Finding contractors willing to prepare a quote and take on these small “nuisance” projects causes
costs to increase.
Staff holds the opinion that the project is market price based on the quotes requested. The June 30 project
completion deadline was required to finish the project prior to the County repaving the stretch of CSAH 38
from the Maciver Ave roundabout to just east of Martin Farms Ave. This is needed to be completed ahead of
and in conjunction with the larger County project. Having the turn lanes completely ready for the County will
save the City from having to complete the final lift and striping which have estimated to cost $14,000.
Not awarding and rebidding for next year will increase the cost, make for a poorer pavement connection
between the County’s pavement and the turn lanes, and delay the safety improvement. Therefore, we
recommend proceeding with the project, although over CIP budget.
The Public Works Subcommittee reviewed this information at their March 22 meeting and recommended
the City Council consider this approval as a discussion item.
