SPECIAL CITY COUNCIL MEETING
OTSEGO PRAIRIE CENTER
July 14, 2014
Call to Order.
Mayor Jessica Stockamp called the meeting to order at 9:15 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime, Doug
Schroeder and Tom Darkenwald.
Staff: Lori Johnson, City Administrator; Andy MacArthur, City Attorney; Daniel Licht, City Planner
and Tami Loff, City Clerk.
1. Discuss Transit and Wright County Area Transit Joint Powers.
Mayor Stockamp gave an update from the Transit meeting she attended on June 30. The joint
powers agreement has been signed by all Wright County except Monticello and Otsego; the
agreement must be adopted by the City Council by August 1 to participate. There was
discussion on cost and need.
The City Council agreed not to sign the joint agreement given the dollar amount and current
need. They stated they may consider joining when the need arrives. The City Council directed
City Administrator Johnson to send a letter to the JPA members with the City's decision.
2. Compensation and Other Human Resource Items.
There was discussion on pay adjustment for Public Works Maintenance II employee; Brad
Sherrill who handles the City's heating and air conditioning system and holds a Boiler's license
for the daily inspections required by the State. City Administrator Johnson is recommending a
pay grade increase to step 6 or step 7. The City Council requested more information; Brad
Sherrill's pay increases through the years, a copy of the license and to know if the city paid for
the license/training. The Council stated the information could go to the Public Works
Subcommittee for review.
The City Council stated some of them have heard from city employees on issues.
The City Council directed City Administrator Johnson and City Attorney MacArthur to hold an all
employee meeting to review the personnel policy and to meet with each employee.
There was discussion on the employee probationary period and the process as set forth in the
Personnel Policy. The City Council agreed it should go the whole City Council. City Attorney
MacArthur will provide further direction to the City Administrator and Council on how to handle
the procedure.
The City Council asked for an electronic/paper copy of the Personnel Policy.
3. Adjourn.
CM Darkenwald motioned to adjourn. Seconded by Warehime. All in favor.
Motion carried. Adjourned at 11:00 PM.
