SPECIAL CITY COUNCIL MEETING
OTSEGO PRAIRIE CENTER
July 21, 2014
Call to Order.
Mayor Jessica Stockamp called the meeting to order at 5:32 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Tom
Darkenwald. Excused Absence: CM Doug Schroeder.
Staff: Lori Johnson, City Administrator; Dan Jordet, Administrative Services Director; Daniel
Licht, City Planner and Tami Loff, City Clerk.
1. Tax Levy Implications & Debt Service Requirements.
Administrative Services Director Jordet reviewed in detail the debt service payments due and
debt levies suggested as presented in the staff report. Administrative Services Director Jordet
also reviewed preliminary calculations of property tax levy options for taxes payable in 2015.
Administrative Services Director Jordet will review and revise funding sources for Fund 399 for
payment of the Jet -Vac truck certificates to remove them from the tax levy consideration based
on a plan prepared at the time of sale by the former Finance Director. Alternate levy plans will
also be prepared laddering tax increases into the levy for the 2010B (Building Bonds), 2010D
and 2011A Bonds (Queens & CSAH 42) to reduce the initial increase impact on the levy.
Funding sources other than tax levy will be found to pay the projected shortfall in the 2007B
(Quantrelle) bond payments from Fund 395. City staff was asked to bring back a 2015 tax levy
proposal with no more than 4% overall increase. Next budget worksession is scheduled for
August 4.
