Staff recommends awarding a contract to Northern Asphalt, Inc. for the 2014 Otsego Proactive
Maintenance Patching Project.

BAC KGROU ND/JUSTIFICATION:
Brad Belair and I have reviewed the streets within the City and only a couple of areas warrant
overlay type patching this year. Prior to completing a seal coat and fog seal of the Island View
Estates/ Arrowwood Estates area some proactive maintenance should occur. There are three
short areas of block cracking which an inch and a half of mix should strengthen and bridge the
area so it can be maintained the same as the rest of the surrounding streets. The only other
area is 400' of Kadler Avenue at the bottom of the hill south of 90th St. This area has had a lot
of work over the past ten years but has stopped moving. Placing a thin overlay over this section
will strengthen the area and make it ride much better.
Attached is a map showing the locations of all of the proposed patch overlays. We have sent
this project out for quotes to four local paving contractors. We estimate the cost of
construction of the patching not to exceed $25,000 and have estimated it to be $22,491.72 (see
attached estimate). The CIP has $39,000 allocated within the 201 Street Management Fund
which includes all other patching which the Public Works department contracts out. So far,
$6,000 has been spent on infrared heating near manholes and gate valves. The preparation of
plans and specs along with the observation of the installation of the patching will cost
approximately $2000. We are recommending the Northern Asphalts bid of $24,525.00 be
accepted over the lower bid of Omann Bros. Paving, Inc. of $24,080.00 due to timing of the
work. Northern Asphalt has stated it would complete the work on July 30th and 31St which
helps with the scheduling of the seal coat project. The total project costs for contracted
patching maintenance is currently estimated at $32,525 leaving $6,475 for other patching by
contractors for the rest of the year. Staff will monitor this to ensure the budget is not
exceeded.
Therefore we are recommending approval of a contract with Northern Asphalt, Inc. in the
amount of $24,525.00 for the 2014 Otsego Proactive Maintenance Patching Project.
