BACKGROUND/JUSTIFICATION:
As identified in the Parks and Recreation Master plan the City of Otsego needed an official Wayfinding Plan,
due to lack of uniformity in the signage placed throughout City parks and City-owned facilities. In 2021 City
staff applied for a grant from the Statewide Health Improvement Partnership (SHIP), through the Wright
County Health and Human Services department to help fund a Wayfinding Plan. The Wayfinding Plan was
developed systematically through City staff, consultants, the Parks and Recreation Commission, and the
community.
After notification of the grant being awarded in Spring of 2022 staff immediately began working to bring
forward concept designs to the Administrative Subcommittee and Parks and Recreation Commission. One
design was selected, and a survey was created to engage the community for feedback. With the
community feedback received, modifications were made before presenting again to the Administrative
Subcommittee and Parks and Recreation Commission.
After the approval, an official Wayfinding Plan was written. This plan outlines the process used to achieve a
uniform sign family. This ensures the City of Otsego has a model to follow for signage used at all current
and future park and city owned facilities. This process will be a phased approach and will happen over the
next few years.
The City received $26,685 in grant funds to help fund the Wayfinding Plan process and implementation of
the plan. The grant allowed the City to pay for concept designs, consulting fees, document writing, and sign
purchasing. The only thing the grant cannot pay for is the installation of the signs. For the remaining
funding needed the City of Otsego has budgeted within the Capital Improvement Plan (CIP) $70,000 for
2023, $50,000 for 2024, and $50,000 for 2025. After the year 2025 the City will assess the progress made
and determine if more funding is needed.
After the City Council officially adopted the Wayfinding Plan at the December 12, 2022 meeting. HKGi and
staff worked to put together a quote package and received 3 quotes. The lowest quote was Archetype Sign
for $78,650. With the budget of $70,000 in the CIP for 2023 and remaining SHIP grant funds $14,376.25 for
a total budget for 2023 of $84,376.25.
The Administrative Subcommittee was presented with this information at their April 7 meeting and
recommended consent agenda consideration by the City Council.

A package to quote the fabrication and installation of 15 park signs (see Exhibit 1) was sent to
the following sign fabricators:
• Graphic House Inc. - no quote submittal provided.
• Indigo Signs - $170,000 total including installation costs (Quote 3)
• Albrecht Sign Co. - $125,000 total including installation costs (Quote 2)
• Archetype Sign - $78,190 total including installation costs (Quote 1)
Recommendations
Upon review of the quotes submitted by each vendor, Archetype is the apparent low bidder (see
Quote 1). The table below provides a project cost breakdown by sign type in the event the City
wishes to accept all or a portion of the quoted work or modify the project. See exhibit 2 for sign
# and location.

The $5,000 engineering line item is a one-time design cost to engineer footings and sign frames
for wind loading. This service is typically not needed for future projects unless site conditions
warrant special engineering.
Responsibilities and Next Steps
Upon receiving the signed quote, Archetype will initiate a 4-6 weeks final design process
including shop drawings and submittals for review and approval by the City or City’s
representative. The City will be responsible for providing digital vector artwork files for the
graphic sign panels.
Archetype will fabricate and install all quoted signage, including concrete footings and metal or
wood posts as required by the signage plan. The general installation schedule is as follows:
• Mock-ups, one each per sign type, will be field installed for final approval by the City or
City’s representative before the remaining system signs are installed, a process that will
take 4-6 weeks including fabrication.
• The remaining signage will be installed over a period of approximately 8 -10 weeks, and
tentatively completed by the end of fall 2023.
The City will be responsible for the removal of all existing signage and all landscaping associated
(as needed) for the completion of the signage project. Removals should take place prior to the
new sign installation if they are to occur in the same location.
