Call to Order:
Mayor Stockamp called the meeting to order at 7:04 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and
Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, City Engineer Ron Wagner, City Planner Daniel
Licht, and City Clerk Audra Etzel.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:05 PM.
Mary Valerius, 13701 70th Street NE inquired about the Planning Commission alternate position,
road restrictions, and franchise fees. The City Council directed City Administrator/Finance
Director Flaherty to meet with Mr. Valerius and to continue working with the utility companies
as questions arise on the franchise fees.
Mayor Stockamp closed the Open Forum at 7:24 PM.
2. Consider Agenda Approval:
CM Moores motioned to approve the agenda as written, seconded by CM Dunlap. All in
favor. Motion carried S-0.
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. March 13, 2023 Meeting,
B. March 13, 2023 Special Meeting.
3.3 Adopt Resolution 2023-21 for Amended MOA and Authorizing Settlement — Prescription

3.4 Adopt Resolution 2023-22 to Support the No Mo May initiative.
3.5 Accept Proposal and Authorize Procurement of a Portable Generator.
3.6 Accept Quotes and Authorize Test Well Drilling for Well #11.

CM Moores motioned to approve the consent agenda as written, seconded by CM Goede.
All in favor. Motion carried S-0.
4.1 Zoning Ordinance Amendment:
A. Presentation bV CitV Planner,
B. Consider Ordinance 2023-04 Amending the City Code Regarding Commercial Zoning
and Uses.
City Planner Licht presented the staff report.
CM Goede asked for clarification on minor auto repair. City Planner explained the difference
noting no paint shops or major auto repair. CM Dunlap asked if the amendment would limit the
quantity of carwashes. City Planner Licht said yes, this would limit carwashes in the 131 Zoning
District, eliminating future zoning use concerns. CM Dunlap thinks this is an aesthetic problem
and doesn't feel he can support the amendment. Mayor Stockamp participated in the Planning
Commission discussion and felt they had a well thought discussion on what could remain in the
zoning district.
CM Dahl motioned to adopt Ordinance 2023-04 amending the City Code regarding
commercial zoning districts and uses and approve publication in summary form, seconded by
CM Moores. Voting in favor: Stockamp, Dahl, Goede and Moores. Opposed: Dunlap.
Motion carried 44.
5. Engineering:
5.1 70th Street Turn Lanes Improvements:
A. Presentation by City Engineer.
B. Consider Accepting Quotes and Authorize the Project.
City Engineer Wagner presented the staff report.
Mayor Stockamp said this is a safety issue and residents have expressed their concerns. CM
Goede said she has witnessed near misses and agrees with adding the turn lanes for safety. CM
Dahl said this has been discussed with the Public Works Subcommittee and asked how the
difference would be funded. City Administrator/Finance Directory Flaherty said the 414 Capital
Improvement fund has reserve funds in this account that could absorb the difference. CM
Dunlap asked if this project could be combined with another project. City Engineer Wagner
said yes, but there currently is a lack of residential development where this project could be

included. Staff does try to combine projects whenever possible to save costs. CM Dunlap
noted the project is over budget. The City Council discussed the safety, funds available in the
414 fund and the Wright County road project.
CM Goede motioned to accept quotes for the Martin Farms Avenue and 70th Street Turn
Lanes Project and to authorize Omann Contracting Companies to complete the work in the
amount of $83,890.50, seconded by CM Dahl. Voting in favor: Stockamp, Dahl, Goede and
Moores. Opposed: Dunlap. Motion carried 4-1.
6. City Council Reports and Updates:
A. Heritage Preservation Commission Liaison CM Moores. CM Moores said they
welcomed the new commissioners at the March meeting.
B. Parks and Recreation Commission Liaison CM Moores. CM Moores said they
welcomed the new commissioners, School Knoll Project bids, and the egg hunt and craft show is
this Saturday.
C. Planning Commission Liaison Mayor Stockamp. Mayor Stoclamp said during the
regular meeting they reviewed a coffee shop use for Bank of Elk River site, following the
meeting was a joint meeting with City Council.
D. Public Safety Commission Liaison CM Goede. CM Goede said they welcomed the
new commission members, the three Fire Chiefs gave their 2022 fire department updates, and
the Wright County Sheriff's Department presented an update.
CM Dahl stated his concerns regarding the Monticello Xcel leak and asking what can be done to
test the water? City Administrator/Finance Director Flaherty said there is no guidance or
testing being recommended or advised at this time. Staff has added information and links to
the City's website. The City Council discussed their concerns, being proactive, and the
transparency from Xcel.
7. Staff Reports and Updates:
Assistant City Administrator/Human Resource Director Hille said four job recruitments will close
at the end of next week and staff is in the process of interviewing the Emergency Services
Director (ESD) applicants.
City Administrator/Finance Director Flaherty thanked Sergeant Oltmanns for participating in the
ESD interview panel. The Wright County Assessor's Office is asking the City Council if they
would like to have a workshop ahead of the Local Board of Appeal meeting. City Council agreed
to add this to the April 10th special meeting. Staff will post the 2023 Estimated Market Value
flyer from the assessor's office along with the other Local Board of Appeal and Equalization
Notices on the City's website.
Sergeant Jason Oltmanns, Wright County Sheriff's Department followed -up with Mr. Valerius'
concern regarding CSAH 38, noting there are no road restrictions. He said Wright County does
have equipment to measure a vehicle weight, but their Deputies need to have a reason to stop

a vehicle; there have been a lot of traffic complaints. Lastly, he noted vehicle/garage theft is on
the rise and reminded people to lock up their property.

carried 5-0.
