Call to Order:
Mayor Stockamp called the meeting to order at 5:32 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and
Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, and City Clerk Audra Etzel.
1. Capital Improvement Plan Bonds —City Campus Project:
City Administrator/Finance Director Flaherty noted the information that was included in the
packet. Jessica Green with Northland Securities reviewed the Capital Improvement Plan Bonds
memo.
Ms. Green drafted the five-year plan to include the projects from the space needs study. The
plan is drafted for $32 million; this amount can be adjusted as needed, but the bonding cannot
exceed the amount identified in the plan. The City Council reviewed the Draft Five -Year Capital
Improvement Plan along with the eight points required. The City Council is in favor of an open
house for the residents, including Northland Securities and Wold Architects.
Ms. Green presented a proposed timetable. She suggested starting the Capital Improvement
process to get the reverse referendum window closed to allow the process to move forward.
City Administrator/Finance Director Flaherty said Wold could provide a conceptual visuals for
the public. The City Council would like the rendering, information and reports to supporting the
need for the City Hall Campus Project for the residents to review at an open house. Staff will
follow-up with Wold to find out when a rendering would be available to present.
It was suggested to form a citizen advisory group to provide feedback regarding the facility
project. Staff requested an outline and expectations for the advisory group requirement prior
to advertising. The City Council would like the open house at City Hall for residents to see the
office and take tours; and advertise for citizen advisory groups at that time. Assistant City
Administrator/Human Resources Hille will draft an outline for the citizen advisory group and
present to City Council at a future meeting.
2. Classification and Compensation Study —Review and Consider Proposal.
Assistant City Administrator/Human Resources Hille stated the classification and compensation
study has been reviewed by the Administrative Subcommittee on two occasions. A full study of
this proposed scope was last completed in 2015. The City did a market study in 2020.
Additionally, the City is required to complete a pay equity report every three years. The
request for proposals were outlined for items to include in the study. The City Council

discussed the items included and now to maintain employees. There was a total of five
proposals received. Staff interviewed three of the five of the companies: Adbo, Bakertilly
(current system), and Flaherty & Hood.
Assistant City Administr(3tor/Human Resources Hille discussed the importance of moving
forward with the classification and compensation study included: employee
retention/recruitment, growth in staff and city services, many changes from 2015 study, and
League of Minnesota Cities no longer offers an annual salary survey. The study could be
completed before the September Preliminary Levy.
Staff is recommending City Council moving forward with Abdo; their quote was $18,000 (virtual
presentation) or $19,500 (all in person). The City Council is comfortable with a virtual
presentation. The budgeted amount was $7,500, based on the prior two studies.
The City Council discussed the importance to complete the study to hire and retain employees.
The study would allow employees to know they are getting fair compensation for their job.
CM Goede motioned to accept the proposal from Abdo and authorize the compensation and
classification study with the additional required funds coming from the Utility Funds and
Council Contingency, seconded by Moores. Voting in favor: Stockamp, Dahl, Goede and
Moores. Opposed: Dunlap. Motion carried 44.
3. Adjourn.
CM Dahl motioned to adjourn at 6:58 PM, seconded by CM Moores. All in favor. Motion
carried 5-0.
