Mayor Fournier called the meeting to order at 6:35 PM.

4.1. Swealing in of QeM
Judy Hudsonswore in the new Deputy Clerk•,
Stacy Haug, 8372 Parell Avenue, she has been cited for a fence in the drainage
erment without a permit and she has met with Dan Licht and Brad Belair to
review the issue. Her husband was told they didn't need a permit for a fence by
City Hall. They were told to remove the fence. They have told the city if they
need to access the pond they can come thru the gate. She feels the city, is
selectively enforcing this ordinance as there are other horses in the area that
have fences in easements and haven't been gold to remove the fence. Their
neighbor hasn't been nice about this and they want the fence to keep their
children from going into the neighbor`s yard. Den Licht explained the city only
acts on complaints.

He said the city will need to access the ponding area for maintenance. This is a
20 foot wide easement because of that. The neighbor applied for a fence permit
and they were told they couldn't have a fence on the property line because of
the easement. Ron Wagner explained why he would never authorize a fence to
be placed in the 20 foot easement. CM Heidner pointed out that they can still
have the fence but just have to move it out of the easement. Stacy said it would
take away too much of their yard. Mike said both Brad and Ron have reviewed
this site and they recommend keeping the easement. Mayor Fournier told Mrs.
Haug that the city just cant allow fences within the easement and they need to
have this fence removed. Mike Robertson recommended staying the citations
until June, 2008 if they remove the fence.
Mayor Fournier motioned to give them until the end of June 2008 to
remove the fence and citations will be stayed. Seconded by CM
Darkenwald. All in favor. Motion carried.
Josh Butler, from the Snowmobile Club, announced they just trained 42 youths
and they are working with the Wright County Sheriff Department.
5. Consent Agenda. (Non -controversial items).
5.1. Approve Claims Ust.
5.2. Approve Change Order No. 11 in the amount of $9,766.00 to Gridor
Construction for Otsego East Wastewater Treatment Facility.
5.3. Received November 14, 2007 Park & Rec Commission Minutes.
5.4. Approve Final Payment to Burschville Construction, Inc in the
amount of $9,258.78 for Trunk Sanitary Sewer and Watennain.
5.5. Approve Pay Estimate No.3 to G.L. Contracting in the amount of
$22,238.99 for Sanitary Sewer and Watermain in Otsego I-94 West
Ind. Park.
5.6. Approve Final Payment to Ryan Contracting in the amount of
$216,713.46 for Queens Ave.
5.7. Approve Pay Estimate No.4 to Nlorthdale Construction Company in
the amount of $20,855.59 for Quantrelle Ave/88"' Stmt
Improvements.
5.8. Approve Pay Estimate No.3 to E.H. Renner & Sons in the amount of
$4,042.25 for Well No. 3.
5.9. Approve Pay Estimate No.3 to Rice Lake Construction in the
amount of $117,972.52 for Well No.B RAW Water Une and
pumphouse N o.2 Improvements.
CM Thorsted motioned to adopt the Consent Agenda. Seconded by CM
Heidner. All in favor. Motion carried.

6. Old Business.
6.1. Consider Public Survev.
CM Heidner stated that there are questions in the survey that don't really pertain
to Otsego. Mayor Fournier agreed and is wondering what this will accomplish.
CM Thorsted agreed. CM Stockamp would like to see the commission's response
to these questions. CM Darkenwald said one of reasons to do a survey was to
get citizen's feelings about the parks and police, but reading it he feels the
questions should be cut down. Mike Robertson suggested first W let all the
commissions review the survey and tell them the costs and they could
recommend removing some questions.

8. Dan UcMCity Planner.
8.1. John Ibeling:
A. Conditional Use Permit (CUP) for a second driveway to a
single family lot within an R-3 District.
Dan Licht presented the Planner's Report.
CM Heidner motioned to approve CUP for a second driveway. Seconded
by CM Thorsted. All in favor. Motion carried.
8.2. Riverootnte a Addition Final Plat extension.
Dan Ucht presented the Planner's Report.
CM Heidner motioned to extend to 6-10-09. Seconded by CM Thomted.
All in favor. Motion carried.
Ron Wagner went over his proposed plan to stripe the road for two lanes plus a
continuous center turn lane. City Council direction was to take his
recommendation to the State.
9.2. Water Tower No.3 discussion.
Ron Wagner said that it is too cold to paint and all their equipment has been
removed. The contractor wants to negotiate the amount of penalties and he told
them the City will not discuss this until the work is done.

CM Darkenwald motioned to adopt the Resolution 2007-88 setting a
Final Tax Levy of $3,425,000 for 2008 Budget Appropriations.
Seconded by CM Heidner. All in favor. Motion carried.
11.2. Response to Monticello Times.
Council discussed and will wait to see if anything is done.
