RECOMMENDATION:
City staff is recommending that the City Council appoint Daryl Rausch to Emergency Services Director.

BACKGROUND/JUSTIFICATION:
The City began the recruitment process for an Emergency Services Director in January 2023. City Staff
received 30 applications in total, and through multiple rounds of interviews, narrowed the recruitment
down to 2 finalists to be interviewed by City Council.
On April 12, 2023, City Council interviewed the 2 candidates and unanimously voted to appoint Daryl
Rausch to the position of Emergency Services Director, and for staff to draft an Offer Letter. Daryl Rausch
has accepted the offer and will begin his pursuit for a home in the area. Daryl is planned to begin with the
City of Otsego in early July, after completion of his current employer notice requirements.
Staff recommends Daryl Rausch to be appointed to the position, at Pay Grade 19, Step 6; and Paid Time Off
at the accrual of 8 years of service. Daryl has spent his last 6 years as the Fire Chief and Emergency
Manager for Fort Atkinson, Wisconsin. He comes with extensive experience in staffing plans, station builds,
and equipment procurement.
