Call to Order:
Mayor Stockamp called the meeting to order at 7:02 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, and Ryan Dunlap,
City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Hille, Parks and Recreation Director Nick Jacobs, City Engineer
Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall, and City Clerk Audra Etzel.
Absent: Councilmember Jeff Dahl.

Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Mayor Stockamp opened the Open Forum at 7:03 PM. No one from the public spoke.

2. Consider Agenda Approval:
CM Moores motioned to approve the agenda as written, seconded by CM Dunlap. All in
favor. Motion carried 4-0.
3. Consent Agenda.

4.1 School Knoll Park:
A. Presentation by HKGi.
B. Consider Resolution 2023-25 Accepting Bids and Awarding Contract.
Parks and Recreation Director Jacobs Cl"d Tim from. HI<Gi reviewed the staff report and power
point presentation.
Mayor Stockamp asked about the reduction on the change order, time frame the park would be
out of commission, how will the project site be secured, and where will the port -a -potty be
located. Tim thought the project would take 6-8 weeks for construction during the summer
when the school is out of session. The project will have construction fencing with a notice
stating what areas are closed. The bathroom will be in the same or similar location as it was
previously.
CM Moores is concerned about the trees surviving the transplant. Tim said they are able to get
a good root mass and successfully relocate the trees. CM Moores and CM Goede appreciate
HI<Gi working with staff to revising the project and reusing equipment allowing the project cost
to be kept down.
CM Dunlap also commends staff and HI<Gi for doing their best to stay within budget. He asked
about vandalism to the park equipment. Tim said they try to design the equipment to be less
susceptible to vandalism and easily replaceable if needed. CM Dunlap does not want to set a
precedent for future parks and has a hard time replacing a park that is functional. CM Moores
said the community survey had high scores for parks and noted this is the first of the parks to
be replaced. Mayor Stockamp added the cost was estimated three years ago and gives staff a
better reference for future funding needs. The Wright County Sheriff's Deputies are aware of
the vandalism in the parks. CM Dunlap said he does not feel this is a good use of funds with the
project being over budget and the state of the economy. CM Goede said this equipment is 20-
years old and the replacement is needed for safety concerns; all parks can see vandalism.
Mayor Stockamp said the park is currently not ADA accessible and is used by the school. CM
Dunlap asked when the 2-5-year-old equipment was installed? Tim said the equipment was
replaced in 2014.
CM Goede motioned to adopt Resolution 2023-opt accepting bids and awarding contract for
the School Knoll Park Renovation to Blackstone Contractors, LLC in the amount of $236,720,
seconded by CM Moores. Voting in favor: Stockamp, Goede and Moores. Opposed: Dunlap.
Motion carried 3-1.
5. Engineering:
5.1 2023 Street Renewal Project:

City Engineer Wagner reviewed the staff report and power point presentation.
Mayor Stockamp said there were some residents that had concerns regarding their ditches.
City Engineer Wagner said the shoulder width will be based on the material available, the
slopes of the ditches will not change. Mayor Stockamp asked about access if construction is still
in process during the school year. City Engineer Wagner said they will work with the
contractors to make sure access is open.
CM Moores motioned to adopt Resolution 2023-26 approving plans and specifications and
ordering advertisement for bids for the 2023 Street Renewal Project, City Project No 23-03,
seconded by CM Goede. All in favor. Motion carried 4-0.
6. City Council Reports and Updates:
No reports.
7. Staff Reports and Updates:
Assistant City Administrator/Human Resources Hille gave updates on the ESD interviews,
Administrative Intern, Parks and Recreation Intern, Seasonals, Street Maintenance I, Deputy
Clerk and Utility Operator,
City Administrator/Finance Director Flaherty noted the grand opening for Dakota Supply Group
is Wednesday, the financial statement audit is next week, and Rogers Fire Chief Brad Feist has a
retirement party this Friday.
City Clerk Etzel thanked Deputy Clerl< Benting for her 3 plus years of service to the City.
City Attorney Kendall said they are getting easements for the East/West Connection, several of
the properties have been negotiated and a few have not responded. Staff is working hard on
negotiations, however, if unable to get a response or settle, a resolution will be presented to
start the eminent domain process.
City Engineer Wagner will not be at the next meeting.
Jason Oltmanns, Wright County Sheriff's Office gave an update on park security and with the
warmer weather the call volume has increased significantly for theft and speeding. Their staff
has visited all the on -sale liquor establishments to see if there is anything their office can do to
help with theft.
