The City has held ongoing discussions regarding the need for emergency services for many years as population and call volumes have increased. Formal studies conducted in 2018 and 2021 laid the groundwork for the creation of the department. The 2018 study focused on infrastructure, including station locations and interim operational improvements; the 2021 study primarily addressed various methods for delivering emergency services. The City Council identified the priority of a dedicated, on-staff manager who would plan and direct the City response during emergency events. In January of this year, the City Council authorized a recruitment process, which resulted in a highly qualified candidate pool. These candidates participated in two rounds of panel interviews with City staff, law enforcement, and other public safety officials. WRIGHT COUNTY SHERIFF Search and Rescue K9 The Wright County Sheriff’s Office has a new team member available to them in cases of search and rescue missions. K9 Norm is a one-year-old Yellow Labrador Retriever. He is trained in tracking and evidence detection and certified in narcotics detection. Norm is currently assigned to K9 Handler Deputy Tyler Ellison. Norm will be on patrol with Deputy Ellison but will also be available in emergency situations should they arise. The K9 uses his amazing sense of smell to track and locate individuals who may be missing or lost. K9s like Norm have more than 100 million sensory receptors in their nasal cavity. Norm and Deputy Ellison went through months of specialized training together and are patrolling the streets now. Summer is finally here and that brings lots of events, activities, and projects for our parks and recreation throughout Otsego. Be sure and check out the program guide included with this edition of the Otsego View along with the other highlights below. The Otsego Farmer’s Market tradition continues every Tuesday from 3:00 p.m. to 6:00 p.m. at the Otsego Coborn’s parking lot beginning June 13th through August 29th. Our Park and Recreation staff have continued to bring in local farmers that offer delicious, seasonal produce and local vendors selling goods. The Otsego Lion Club has partnered with the City to offer the “Power of Produce” Program (POP). This free program is offered to children who attend the Otsego Farmer’s Market and enroll at the Otsego Parks & Recreation booth. Each week they attend, a POP token is given to them to purchase fresh fruits or vegetables from the local farmers at the market. Tokens can be spent or saved up for a larger produce item at a future Farmer’s Market. Guardian Angels Riverview Landing is also again sponsoring a Senior POP program, so make sure to stop by for information on this program that will be offered to seniors at the Farmer’s Market. This summer will be very busy for our Parks Department as they oversee several projects: • The largest project will be renovation of School Knoll Park, which is the City’s first neighborhood park and is now 20 years old. The park renovation includes replacement of play structures, trail improvements, resurfacing the basketball court, transplanting trees for shade, and additional landscaping. • The Parks and Recreation Commission developed a Parks and Trail Wayfinding Plan. The City received a grant that will allow us to implement the Wayfinding Plan with park identification and directional signage you will see within our parks. The new signage is to be installed first at School Knoll Park and Prairie Park. • A partnership with BoReal Soccer club will bring field lighting for one of the full-size fields at Dale Lehrke Soccer Fields located at Prairie Park. And finally, make sure to mark your calendars to come and check out the Otsego Prairie Festival & Car Show on Saturday, September 16th. The Otsego Festival & Car Show is an all-day community event with activities, games, vendors, food, music, and entertainment, ending with fireworks at dusk. It has always been a great time for the community to come together and to showcase our local organizations and businesses that also call Otsego home. These park improvements include trail reroute, playground renovation, basketball renovation, replacing the site amenities, tree relocation, parking improvements, new park lights, and new signage. This project is the first park renovation the City of Otsego has embarked upon. This project was identified in Parks and Recreation master plan as a priority due to School Knoll Park’s age. Originally constructed in 2003, the playground reached the identified 20-year replacement cycle, as well as needing updates to the park itself. Last summer community engagement was done at the park as well as online. The Parks and Recreation Commission deserves the credit for really leaving no stone unturned in the planning of this project. After the renovation, School Knoll Park will offer an exciting, more inclusive play experience to all park users. Please be mindful that with School Knoll Park being renovated, the park will be closed most of the summer. Not only do permits protect you legally and financially, they also help keep you physically safe, because the project is inspected regularly by pros who ensure all code requirements are met and maintained. Some of the consequences of not pulling a permit (if required) may be: • Fines. Doing work without a required permit can cost you up to double the permit fee. • Homeowners insurance cancellation. If something were to happen such as a tree falling onto your home during a storm, your insurance company can deny your claim based on lack of permits. • Difficulty selling your home. While you may “get away” with not pulling a required permit, if you decide to sell your home, the seller is required by law to disclose any remodeling/renovations done to the home. This potentially could scare off buyers, especially if there was unpermitted electrical work done that is now covered. Additionally, you could potentially have to pull a retroactive permit requiring you to pay even more than it would’ve cost originally and delaying the sale of your home. Schedule a Tour Today! 7www.ci.otsego.mn.us Priorities for the position will be to update the Emergency Operations Plan, guide the creation of the department, establish plans for a fire station, procure equipment, develop policy, and recruit department staff. The staffing model will provide expected services in a fiscally responsible and sustainable way while providing for necessary public safety response. Core duties of the position include fire protection as Fire Chief and emergency management for events like natural disasters. Additionally, Rausch will ensure new and existing buildings are safe and aligned with fire code, educate the community through school programs and community events, and act as a liaison to other public safety providers, such as the Wright County Sheriff’s Office and emergency medical service providers. The process to form the Emergency Services department will span multiple years of development. The City will continue to partner with our neighboring Fire Departments to provide fire protection services until the City’s department is established and operational. The establishment of the Emergency Services Department will provide the City’s first dedicated public safety and emergency services personnel, provide service delivery, and with a future fire station within the City, consistent and improved response times. In addition, residents may benefit from decreased home insurance rates, fire prevention education, and increased community presence. The department will also provide a proactive approach to emergency situations to improve loss control. “I am enthusiastic about working collaboratively with the City Council, staff, and our first responders to develop and implement effective emergency response plans and strategies,” Rausch stated. “Together, we will work toward building a resilient and prepared community that prioritizes the safety and well-being of our residents.” As the department development progresses, the City will continue to provide project updates in the Otsego View and on the City website and plans to host a number of community events so that residents can learn more about the Department. The photo contest is a great way to showcase how special it is to live and work in the City of Otsego! Everyone is encouraged to participate. Photos may be of Places (community events/activities, landmarks, streetscapes, buildings) and/or Nature (flowers, critters, weather, parks, sky, etc.) within the City of Otsego. Stormwater is precipitation from rain or snow that is not absorbed into the ground and flows across our yards, driveways, streets, and into our storm drains and ditches. These drains and ditches lead directly into our waterways. Anything besides stormwater that gets picked up along the way and ends up in these drains is considered an illicit discharge. What is Illicit Discharge? An illicit discharge is any contaminant that enters the City’s storm sewer system. Examples of illicit discharge include: yard waste, pet waste, trash, sediment from construction sites, chlorinated pool water, paint, commercial car wash wastewater, gasoline or oil, salt from winter de-icing, and sewage. Why is Illicit Discharge harmful? Stormwater is not treated before entering our lakes, rivers, and streams. All the contaminants in stormwater affect aquatic life. For example, yard waste is a source of phosphorus, which contributes to algal blooms. Sediment clouds our waters, making it difficult for sunlight to reach native aquatic plants. Pet waste contributes to harmful bacteria, and chlorinated pool water can be lethal to some aquatic species. These contaminants diminish water quality and negatively affect activities like fishing and swimming. What Can I Do To Help? • Pick up after your pet. • Toss litter in the trash. • Compost grass clippings and leaf litter. • Check your car for leaks. • Maintain your septic tank regularly. • Minimize the use of pesticides and fertilizers. How do I know an Illicit Discharge is occurring? Possible indicators of an occurring illicit discharge include: unusual color or cloudiness, strong pungent or musty odor, floating debris, surface scum or foam, oil sheen, and dead fish. What Should I do if I see Illicit Discharge? Your One-Stop Accounting And Tax Shop Offices in St. Michael and Cloquet, MN SUMMER IRRIGATION RESTRICTIONS To conserve water resources and allow the City’s water system flexibility in meeting peak demands, irrigation restrictions are in effect from MAY 1 THROUGH SEPTEMBER 30. These restrictions include an odd-even schedule and a midday ban. Otsego water restrictions allow for ODD/EVEN IRRIGATION and prohibits watering from 11:00 a.m. to 5 p.m. on all days. When watering your lawn or other areas in your yard, please keep in mind: • To reduce evaporation, water before the sun comes up in the morning or after the sun has gone down in the evening. • An average sprinkler head uses 3.5 gallons of water per minute. • Set underground sprinklers to not water when it’s raining. • Turn off outdoor faucets after use. EXCEPTIONS: Limited hand watering of plants using a hose or hand held watering container, car washing and general use of power washers. If you have new sod, seed or landscaping, you do not need to follow the odd-even restrictions during the first 30 days after planting. You must, however, still abide by the midday ban from 11:00 a.m. to 5:00 p.m. To qualify for this exception, you must fill out an IRRIGATION EXCEPTION FORM. The purpose of this report is to provide you with information on your drinking water and how to protect our precious water resources. This report contains our monitoring results from January 1 to December 31, 2022. Drinking water for the City water system comes from a groundwater source: seven wells ranging from 323 to 494 feet deep that draw water from the Mt. Simon, Mt. Simon-Hinckley, and Tunnel City-Wonewoc aquifers. Otsego works hard to provide you with safe and reliable drinking water that meets Federal and State water quality requirements. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk.
