2023.04.24 Special City Council MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, APRIL 24, 2023 5:30 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 5:30 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Jeff Dahl, Brittany Moores, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, City Planner Daniel Licht, and City Clerk Audra Etzel. Absent: Councilmember Tina Goede. 1. Local Board of Appeal and Equalization. Comments by the Wright County Assessor's Office. Mike Vanderlinden Appraiser; Jaimee Jensen, Appraiser; Tammy Anderson Deputy Appraiser; and Kirsten Olson Appraiser, Assessor Anderson presented the 2023 Assessment Overview PowerPoint that was included in the packet. Assessor Jensen reviewed the 2023 City of Otsego Assessment Summary that was included in the packet. Assessor Vanderlinden has a list of ten value reduction recommendations based on inspections of the respective properties and discussions with the property owners, who have previously agreed to the reductions, and is looking for a motion to approve: Joshua Povlitzki; 118-194-003040; value of $347,000 reduced to $337,400, Damon Schramm; 118-190-012170I value of $824,500 reduced to $804,200, Brenda Bokusky; 118-291-002070; value of $500,300 reduced to $474,700, Jeff Mcl<ee• 118-335-001010; value of $658,000 reduced to $626,100, Sharon Olson; 118-287-002100; value of $574,200 reduced to $536,000, Justin Janson; 118-276-003120; value of $557,800 reduced to $540,000, Bryant Gay; 118-276-003010; value of $505,800 reduced to $501,300, Austin Heneman• 118-292-003040; value of $579,100 reduced to $569,100, Idona Darkenwald; 118-280-000010; value of $71,500 reduced to $27,500, Idona Darkenwald; 118-280-000030; value of $71,500 reduced to $27,500. CM Dunlap motioned to reduce the values based on inspections and recommendations from the Assessor as noted, seconded by CM Dahl. All in favor. Motion carried 4-0. Page 1 of 4 MINUTES OF THE CITY OF OTSEGO SPECIAL CITY COUNCIL MEETING - LBOAE APRIL 24, 2023 Wright County Assessors presented the following properties, who were unable to attend tonight, but had communicated with the Assessors to keep their appeals open: Sharon Christoffersen 118-121-007040 10426 Kadler Ave NE Jeff and Terry Nylund 118-311-004080, 14637 77t' St NE, GerrV and Katie Smyth 118497-012210, 12116 72nd St NE, Shay and Katelyn Matthews 118-179-003030, 5857 Radford Ave NE, Dian and Brian Mullis 118-121-007150 10220 Kahler Ave NE Terrell and Tiffanie Buck 118-287-001030, 12100 68th Circle NE, ABP, LLC 118-173-001020, 9025 QuadaV Ave NE. CM Dunlap motioned for no change to the values of the properties noted, seconded by CM Moores. All in favor. Motion carried 4-0. Wright County Assessor's Office will contact the property owners to make an appointment. The following have appointments with the Local Board of Appeal and Equalization: Brian Smiley, 118-079-003070, 8275 Parell Avenue NE, not present. CM Dahl motioned for no change to PID 118-079-003070, seconded by CM Dunlap. All in favor. Motion carried 4-0. Katherine (Mathison) Coles, 118-500-221202, 15613 90th Street NE, said she looked at the comparable sales sent by Wright County and feels those provided are unreasonable. Ms. Cole asked for an increase of 4-7%. Mayor Stocl<amp asked to clarify if the home was based on residential sales. Assessor Vanderlinden confirmed the property is classified as residential. Ms. Coles feels she can only sell for commercial development. She has been approached by three businesses, but those commercial uses were not allowed in the zoning district. Assessor Anderson said the values have been set by the City Council the last few years, this adjustment puts the property at a fair market value. Mayor Stocl<amp said Ms. Coles property has been challenging in the past with the classifications and structure values. The City Council agreed with the comparable sales presented by Wright County. Ms. Coles had no supporting documentation for the sales period. CM Dunlap noted there are tax programs for disabled veterans and recommended the property owner look into those programs. Motioned failed due to lack of a second. CM Dunlap motioned for no change to the value of PID 118-500-221202, seconded by CM Moores. Those in favor for; Stockamp, Dunlap and Moores. Those opposed: Dahl. Motion carried 34. Ms. Coles requested the Coborn's fence be addressed. Karla and Neal Thompson, 15428 96th Street NE, PID 118-023-001120, not present. Assessor Vanderlinden left a voicemail and has not received any contact from the property owners. Mayor Stockamp motioned for no change to the value of PID 118-023-001120, seconded by CM Dahl. All in favor. Motion carried 4-0. Opened to property owners in attendance: Cory Tanner, 7952 Palmgren Avenue NE 118-073-020090, had a couple general questions regarding the impact of property taxes. Ms. Anderson reviewed how the portions are distributed. Mr. Tanner said his value went up $54,000, The Wright County Assessor's Office will review the property. Joel Kolles. 8925 Mason Ave NE. 118-500-192101. noted his tax statement value increases over the last four years. He lives on a road that is crumbling, no sidewalks, and no city sewer or city water. The house was moved in from Golden Valley in the 1980s, built in 1955. Mr. Kolles feels he is penalized for keeping his property nice and for the improvements he has made. Assessor Anderson said they do review houses by age, Mr. Kolles house was built in 1952 according to their records; it is not valued as a new house. Assessor Vanderlinden said all houses are reviewed every 5 years. Mr. Kolles wants to know how his outbuilding was valued? Assessor Anderson said they look at the size and value. Assessor Anderson is open to review further. Mr. Kolles chose not to continue the appeal. Linda Knudson, 10600 97th St NE 118-121-003080, noted their value has gone up $161,000 in the last two years. Ms. Knudson would like to continue the appeal to understand their value. The Wright County Assessor's Office will review the property. CRAG Enterprises LLC, 118-096-001040, 1590185th St NE, said they are afamily-owned storage building business. The property was built in 2001, they are working 4 months a year to pay taxes, 6 months to pay loans, leaving two months of income. Their value is up 44% this year. They would like to continue the appeal. The Wright County Assessor's Office will review the property. Page 3 of 4 MINUTES OF THE CITY OF OTSEGO SPECIAL CITY COUNCIL MEETING - LBOAE APRIL 24, 2023 Rachel and Charles Landon 14400 89th Street NE PID 118-026-001040, said their proposed value is going up $47,000. Their property is a one -acre lot, with one shed and no improvements to the buildings for many years. They would like to continue their appeal. The Wright County Assessor's Office will review the property. Allen and Sherry Elleraas, 10084 I<ahler Avenue NE, PID 118-121-007090, said they have lived in their home since 1996 and feel the value is driving them out of their home. Assessor Vanderlinden noted river front properties took a large increase. They would like to continue their appeal. The Wright County Assessor's Office will review the property. The City will need to reconvene the Local Board of Appeal and Equalization within 20 days to be within state guidelines. Mayor Stockamp motioned to reconvene the Board of Review on Monday, May 8, 2023, at 3930 PM at Otsego Prairie Center, 8899 Nashua Avenue NE, second by CM Dahl. All in favor. Motion carried 4-0. Mayor Stockamp motioned to close the meeting to any further appeals, second by CM Moores. All in favor. Motion carried 4-0. 2. Adjourn.
