3.2.A. 2023.05.08 City Council MinutesPage 1 of 4 OTSEGO CITY COUNCIL MEETING MONDAY, MAY 8, 2023 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Hille, Parks and Recreation Director Nick Jacobs, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall, and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1.Special Presentation/Open Forum: Special Presentation – Bank of Elk River. Parks and Recreation Director Jacobs said the Bank of Elk River continues to promote health and wellness in the Otsego Community. The Bank of Elk River would again like to partner with the Parks and Recreation Department by donating $8,000, which is an increase from previous years, to provide free and reduced cost recreation opportunities throughout the year. This is their 10th year partnering with the Parks and Recreation Department, donating over $60,000 and hundreds of volunteer hours. LeRoy Lindenfelser and Julia Schreifels from the Bank of Elk River thanked the City for their partnership and presented the City of Otsego with a check for $8,000. The City Council thanked the Bank of Elk River for their contribution and commitment to the Otsego community and look forward to continuing this partner ship into 2023 and beyond. Mayor Stockamp opened the Open Forum at 7:04 PM. Joseph Pouliot, 6633 McAllister Ave NE, said the new water tower light detracts from his nighttime enjoyment and is asking for the lights to be turned off. He is wondering what can be done to make this happen? Mayor Stockamp directed staff to add to the Public Works Subcommittee agenda on May 17th for discussion, and follow-up with the resident. Gene Hively, 15729 93rd Cir NE, is concerned about accidents on Parrish Avenue NE when drivers pass on the shoulder due to vehicles turning onto 93rd Circle NE. Mr. Hively is requesting signage be installed; he called Wright County a few years ago regarding his concerns and was told they did not provide this signage. Mayor Stockamp asked staff to forward this information to the Wright County Sheriff’s Office and Wright County Highway Department for follow up. Jeanne Holland, Wright County Commissioner said the Wright County Highway Department is working on signage for accelerations out of roundabouts. Commissioner Holland will also share Mr. Hively’s request for signage on Parrish Ave NE. Commissioner Holland has been attending Safe At School meetings and is impressed with the resources provided by the Wright County Sheriff’s Office to the school. Commissioner Holland mentioned the County budget process will soon begin and commented on the property valuation increases. Mayor Stockamp closed the Open Forum at 7:24 PM. 2. Consider Agenda Approval: CM Dunlap motioned to approve the agenda as written, seconded by CM Dahl. All in favor. Motion carried 5-0. 3. Consent Agenda. 3.1 Approve Claims List. 3.2 Approve City Council Meeting Minutes. A. April 24, 2023 Meeting. B. April 24, 2023 Special Meeting. 3.3 Approve City Council Special Compensation for April 2023. 3.4 Adopt Resolution 2023-30 Accepting a Donation from the Bank of Elk River. 3.5 Adopt Resolution 2023-31 Accepting a Donation from Rogers-Otsego Youth Baseball Association. 3.6 Approve the Hiring of the Administrative Intern Position. 3.7 Accept Quote and Authorize Procurement of the School Knoll Park Playground Equipment. 3.8 Approve Pay Application #9 for the West WWTF Improvements Phase Project. 3.9 Adopt Resolution 2023-32 Approving Plans and Specifications and Ordering Advertisement for Bids for the East-West Watermain Connection Project, City Project No. 23-04. CM Moores motioned to approve the consent agenda as written, seconded by CM Goede. All in favor. Motion carried 5-0. 4. Engineering: 4.1 2023 Street Renewal Project: A. Presentation by City Engineer B. Consider Resolution 2023-33 Accepting Bids and Awarding Contract. City Engineer Wagner reviewed the staff report and power point presentation. CM Dahl motioned to adopt Resolution 2023-23 accepting bids and awarding contract for the Otsego 2023 Street Renewal Project, City Project No 23 -03 to Northwest Asphalt, Inc. of Shakopee, Minnesota in the amount of $1,040,045.46, seconded by CM Dunlap. All in favor. Motion carried 5-0. The City Council concurred that the special assessments should be discussed further at a future special meeting. City Administrator/Finance Director Flaherty noted there are multiple budget meetings upcoming and will add an agenda item for this topic to one of those meetings. 5. City Council Reports and Updates: Mayor Stockamp noted that she attended the ribbon cutting for Michael’s this past weekend. 6. Staff Reports and Updates: 6.1 Discuss Proposed Calendar for 2024 Budget and Property Tax Levy Review. City Administrator/Finance Director Flaherty is requesting the City Council call for a special meeting on May 22, 2023 at 5:30pm to begin the review the 2024 budget and property tax levy. Mayor Stockamp motioned to call for a special meeting on May 22, 2023 at 5:30 PM, seconded by CM Dahl. All in favor. Motion carried 5-0. CM Goede will not be able to attend the meetings on May 22, 2023. Assistant City Administrator/Human Resources Hille gave updates on the Administrative Intern, Deputy Clerk and Utility Operator positions and said staff hosted 3rd grade class field trips today at Prairie Center. City Administrator/Finance Director Flaherty said City Council is invited to a private grand opening for Due North this Thursday and there will be a public event on Friday. City Planner Licht noted the next Planning Commission meeting is Monday May 15, 2023, where the Commission will review a simple lot split and a concept plan for a minor automotive repair use. City Engineer Wagner said Kadler Ave NE will be paved on Wednesday and Martin Farms Ave NE turn lanes should wrap up in a couple of weeks. Jason Oltmanns, Wright County Sheriff’s Office provided updates regarding drivers on Parrish Ave NE passing on the shoulder, a school bus accident with no students on board, a serious crash at CSAH 39 and CSAH 19 – looking forward to a roundabout installation, and a home explosion with no injuries.
