Wright County Public Health
SHIP intentionally invests in creating opportunities in partnership with communities that lead to equitable, healthy, and positive conditions that promote the health and well-being of
all Minnesotans.
As indicated in Minnesota Statute, Section 145.986, SHIP’s purpose is to:
▪ address the leading preventable causes of illness and death such as commercial tobacco use or exposure, poor diet, and lack of regular physical activity, and other issues as determined
by the commissioner through the statewide health assessment.
▪ promote the development, availability, and use of evidence-based, community level, comprehensive strategies to create healthy communities; and
▪ measure the impact of the evidence-based, community health improvement practices which over time work to contain health care costs and reduce chronic diseases.
Grants are made to community health boards (CHBs), local public health (LPH) agencies, and tribal governments to convene, coordinate, and implement proven effective, promising practice,
or theory-based strategies that are culturally informed that:
▪ will be based on scientific evidence.
▪ will be based on community input.
▪ address behavioral change at the individual, community, and systems levels.
▪ occur in community, school, workplace, health care, including childcare settings.
▪ will be focused on policy, systems, and environmental changes that support healthy behaviors.
▪ can be evaluated using experimental or quasi-experimental design; and
▪ address health disparities and inequities

SHIP Goals
The Statewide Health Improvement Partnership (SHIP) supports community-driven solutions to expand opportunities for active living, healthy eating and commercial tobacco-free living,
helping all people in Minnesota prevent chronic diseases.
SHIP supports community-driven solutions to expand opportunities for active living, healthy eating and commercial tobacco-free living, helping all people in Minnesota prevent chronic
diseases including cancer, heart disease, stroke and type 2 diabetes.
SHIP helps build thriving communities, creating opportunities for all people in Minnesota to live longer, healthier lives. Ninety percent of the nation’s health care costs are for people
with chronic conditions, and the majority of those costs are preventable.
SHIP is a comprehensive health strategy coordinated across all of Minnesota's 87 counties and 10 tribal nations. SHIP is statewide, with the Minnesota legislature providing $17.5 million
in funding per year to support critical primary prevention activities led by local public and tribal health partners.
SHIP = local leadership, local partners and local expertise
SHIP work is directed by local community leadership teams that bring expertise and connections to the table. The complex, comprehensive nature of this work requires strong relationships,
partnerships and expertise at the local level.

PSE Change
Policy: interventions that create or amend laws, ordinances, resolutions, mandates, regulations, or rules
Systems: interventions that impact all elements of an organization, institution, or system
Environment: interventions that involve physical or material changes to the environment
One of the aspects of SHIP that make it different and special is the focus on Policy, Systems, and Environmental Change. The PSE change approach seeks to move past hosting programs and
events to changing our societies and built environment to promote health.
Policy change includes policies at the legislative level or organizational level. An opioid-specific example of this is the implementation of a Prescription Drug Monitoring Program written
into Minnesota statute.
Systems change involves changes to processes within an organization, such as requiring that every pregnant patient be screened for substance use at their first OB appointment.
Environmental changes are changes to the physical environment that promote health. An example of this is implementing medication disposal bins at all city halls.
A PSE change can be individual in approach, but they work best when paired with others (i.e. pairing a systems change with a policy change).
This framework thrives on getting buy-in from community partners, ensures sustainability of the work, and encourages well-rounded relationships with the community. It is upstream public
health work.
This also helps ensures local SHIP is seen as a partner, subject matter expert, and connector in our communities, not as a funder.

SHIP Project Guide
SHIP can provide technical assistance, funding, connections, and other resources to partners working on PSE change. The amount of funding available depends on the project needs.
Project ideas, including items that may be able to be purchased, are in our SHIP project guide referenced here and posted on our website. The content area expert from WCPH will help
ensure SHIP requirements are being met and that each project is comprehensive (includes PSE and combines PSE) This guide is not comprehensive and doesn’t include some of the intricacies
of SHIP, but that’s what Wright County Public Health is here for.
