Call to Order.
Chair Offerman called the meeting to order at 7:00 PM.
Roll Call: Chair Alan Offerman; Commissioners: Charles Foster, Laurie Jones, Vern
Heidner, Aaron Stritesky, Pam Black, Richard Nichols* and Tracy Kincanon; Absent:
None; Present: City Council: Mayor Jessica Stockamp, CM Brittany Moores, CM Tina
Goede, CM Ryan Dunlap, and CM Jeff Dahl; City Staff: City Planner Daniel Licht and
Deputy Clerk Bethany Benting. Those indicated with a (*) attended via video
conference.
1. Announcements:
City Planner Licht welcomed Tracy Kincanon as this was her first meeting as a new
Planning Commissioner.
Deputy Clerk Bethany Benting thanked and recognized Commissioner Richard Nichols
for his 30+ years as serving as a Planning Commissioner as this was his last meeting.
Commissioner Heidner and City Planner Daniel Licht also thanked him.
2. Annual Business:
2. 1 Election of the 2023 Planning Commission Chair & Vice -Chair.
Commissioner Stritesky motioned to appoint Commissioner Offerman as
Chair. Seconded by Commissioner Heidner. There were no other
nominations. All in favor. Motion carried. 7-0.
Commissioner Black motioned to appoint Commissioner Stritesky as Vice
Chair. Seconded by Commissioner Heidner. There were no other
nominations. All in favor. Motion carried. 7-0.
3. Consider the following minutes:
3.1 Planning Commission February 21, 2023.
Commissioner Heidner motioned to approve the minutes as written.
Seconded by Commissioner Black. All in favor. Motion carried. 7-0.
4. Public Hearing Items:
4.1 Java Companies - Starbucks:
A. Vacation of existing drainage and utility easements

B. PUD-CUP/Preliminary Plat to subdivide one lot
C. CUP for a coffee shop with drive through
City Planner Licht presented the Planning Report.
Applicant, Mark Krogh from Java Companies, was present and agreed to the staff
report.
Chair Offerman opened the Public Hearing at 7:15 PM.
No public comments were made.
Chair Offerman closed the Public Hearing at 7:16 PM.
Chair Offerman asked about construction time and when the business plans to open.
Mr. Krogh said they are hopeful to open in September.
Commissioner Foster asked how many projects the developer has constructed. Mr.
Krogh stated as many as 50 coffee shops and that there have been 14 projects going
on between Minnesota, Wisconsin, and Iowa. Commissioner Foster also inquired how
they identified. Mr. Krogh noted they are brokers and find sites based on companies
needs/wants.
Commissioner Jones asked that safety be kept in mind regarding the walk that goes out
between Parrish Avenue (CSAH 42) and the drive through lane. City Planner Licht said
that will be reviewed carefully.
Commissioner Stritesky motioned to recommend approval of a preliminary
plat of MRD Commercial Park Second Addition; vacation of existing drainage
and utility easement; and approval of a Planned Unit Development-
Conditional Use Permit, Conditional Use Permit, and Site and Building Plan
review for Lot 1, Block 1 subject to the following conditions as stated in the
staff report. Seconded by Commissioner Jones. All in favor. Motion carried.

5. Updates:
5.1 Updates on City Council actions.
Mayor Stockamp updated the Planning Commission on recent City Council actions.
5.2 Updates on future Planning Commission items.
City Planner Licht updated the Planning Commission on possible future agenda items.

Commissioner Stritesky motioned to adjourn. Seconded by Commissioner
Foster. All in favor. Motion carried. 7-0.
