Call to Order:
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Jeff Dahl, and Ryan Dunlap,
City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City
Administrator/Human Resources Sabrina Hille, City Attorney Dave Kendall, City Planner Daniel
Licht, City Engineer Ron Wagner, and City Clerk Audra Etzel. Absent Councilmember Tina
Goede.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Sophie, Amcor Intern and Ndaya Kisongo, Wright County Public Health Promotion Coordinator,
presented information regarding Wright County's Statewide Health Improvement Partnership
(SHIP) program. Mayor Stockamp asked about their unique partnerships. Sophie said they
were able to provide 5th grade St. Michael students indoor hydroponic gardens. Ms. Kisongo
said the SHIP programs sponsor a program one time, with the goal to make projects
sustainable. Ms. Kisongo said their projects partner with schools and cities.
Mayor Stoclamp opened the Open Forum at 7:14 PM.
Gene Hively, 15729 93rd Cir NE, wants to know the outcome of no passing sign on Parrish Ave
NE. City Administrator/Finance Director Flaherty said staff worked with Wright County to get
permission to install one temporary sign during the construction of Highway 169; the sign will
be removed once the construction has been completed. Flaherty said this on Wright County's
project list to improve in the future. Mr. Hively said the issue is continuing and he is concerned
about an accident. CM Moores encouraged Mr. Hively to keep reaching out to Wright County
since this is a county road.
Mayor Stoclamp closed the Open Forum at 7:22 PM.
2. Consider Agenda Approval:
CM Dunlap motioned to approve the agenda as written, seconded by CM Moores. All in

CM Dunlap motioned to approve the consent agenda as written, seconded by CM Moores.

4. Planning:
4.1 Java Otsego Coffee, LLC:
A. Presentation by City Planner.
B. Consider Resolution 2023-36 Vacating Existing Drainaee and Utility Easements.
C. Consider a Preliminary and Final Plat.
D. Consider a PUD-CUP, a CUP, and Site and Building Plans.
E. Consider Resolution 2023-37 Approving a Site Improvement Performance
Agreement,
City Planner Licht presented the staff report.
Mark Krogh, Java Companies was available via Zoom to answer questions and agrees with the
report.
CM Dahl asked Mr. Krogh how it was working with City staff and the Planning Commission? Mr.
Krogh has found the City of Otsego easy to work with and looks forward to his additional
projects. CM Dunlap asked about the current traffic pattern for the bank. City Planner Licht
said their primary access is from 88th Street (two-way entrance), traffic can exit and turn east
bound only onto 90th Street.
CM Dahl motioned to adopt Resolution 2023-36 vacating existing drainage and utility
easements; approve the MRD Commercial Park Second Addition preliminary and final plat
subject to the conditions as stated in the findings of fact and decision as presented; approve a
Planned Unit Development — Conditional Use Permit, Conditional Use Permit, and Site and
Building Plans for Lot 1, Block 1 MRD Commercial Park Second Addition subject to the
conditions as stated in the findings of fact and decision as presented, and adopt Resolution
2023-37 approving a Site Improvement Performance Agreement, seconded by CM Moores.
All in favor. Motion carried 4-0.

5. CitV Council Reports and Updates:
A. Heritage Preservation Commission Liaison CM Moores said their next meeting is
June 13tn
B. Parks and Recreation Commission Liaison CM Moores said they discussed the CIP
and upcoming projects.
C. Planning Commission Liaison Mayor Stockamp said they reviewed the
Comprehensive Plan, the Carron property split was approved tonight, and concept plan for
Steph's Garage will come back for further review at a future meeting.
D. Public Safety Commission Liaison Mayor Stockamp said they received an update
from Allina, Wright County Sheriff's Office, discussed issues with mental health, and the Otsego
Emergency Services Director,
6. Staff Reports and Updates:
Assistant City Administrator/Human Resources Hille said both the Administrative Intern and
Parks and Recreation Interns have started, and the Deputy Clerk along with seasonals have
been hired.
City Administrator/Finance Director Flaherty asked for Council to call for a special meeting on
June 121n at 6pm to review the 2022 audit report.
Mayor Stockamp motioned to schedule a special meeting on June 12, 2023, at 6prn to review
the 2022 Audit Report, seconded by Dunlap. All in favor. Motion carried 4"0.
Flaherty said City Hall will be closed Monday for Memorial Day, staff interviewed three
construction manager firms, touch a truck event is tomorrow, and an update on the tour of the
Xcel nuclear facility.
City Clerl< Etzel looks forward to Deputy Clerl< Katie I<alland joining the team June 12th.
City Planner Licht said the next Planning Commission meeting is scheduled for June 5tn, with
four public hearing for: Christian Brothers Automotive, Parl(view Retail Z) , zoning ordinance,
and firearms discharge map, and continuation of Steph's Garage concept plan.
City Engineer Wagner provided an update on the Martin Farms turn lane project on 70tn, this
will be completed for when Wright County starts their project; staff will follow-up with Wright
County to get a timeline on when they plan to start. CM Dahl asked about a crosswalk at the
roundabout, City Engineer Wagner said the street doesn't meet the requirements due to the 50
MPH speed limit.
Sergeant Jason Olt manns, Wright County Sheriff's Department reminded residents to lock their
property.
