95-04Councilmember Ron B1 agk introduced the following resolution and moved for its adoption: RESOLUTION 95-4 RESOLUTION AUTHORIZING APPLICATION FOR FY98 ISTEA ENHANCEMENT FUNDS WHEREAS, the City of Otsego adopted a Comprehensive Park and Trail System Plan in 1991 as part of the City's Park and Recreation Plan, and WHEREAS, the City of Otsego has conducted a citizen survey which has indicated that walking and biking is a leisure activity enjoyed by a cross section of the population, and whereas the survey indicated popular support for further development of bike and pedestrian paths, and WHEREAS, development of improvements along with landscaping elements will enhance the experience of residents and visitors, and WHEREAS, the City has begun to initiate an alternative transportation system to enhance opportunities for bicyclists and pedestrians. WHEREAS, the proposed improvements of this application extend and enhance the overall system, said improvements being: Off -Road Bike and Pedestrian Paths Nashua Avenue from Napier to 85th Street NE 85th Street from Nashua to Page Avenue Odean Avenue from CSAH39 to NE 78th Street Quaday Avenue from CSAH42 to VFW Soccer Complex Bike Lanes NE 85th Street from Page Avenue to CSAH42 (sign and designate) Boardwalk/Floatation Walk Otsego Prairie Park - Wetland Crossing Landscaping along trail segments NOW THEREFORE BE 1T RESOLVED: 1. The City authorizes submittal of an ISTEA Enhancements Fund application for funds necessary for the improvements. 2. The City will authorize funding of 25% of the project costs outlined in the grant application upon notification of a grant award. The preliminary project cost is estimated at $317,700 with the City's share at 25% equal to $79,425. 3. The City shall maintain all improvements constructed for the life of the improvements which include sealcoating, crack filling, mowing, tree trimming, signing and associated work. 4. That the City will coordinate the ISTEA improvements with MSA improvements as appropriate. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Norman F Freske and upon vote being taken thereon, the following voted in favor thereof: Norman F Freske, Mayor, Larry Fournier, Ron Black, Vern Heidner and Suzanne Ackerman, Council and the following voted against the same: None whereupon said resolution was declared duly passed and adopted by the Otsego City Council this the 9TH day of January , 1995.
