2023.06.12 City Council MinutesOTSEGO CITY COUNCIL MEETING MONDAY, JUNE 12, 2023 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Hille, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall, and City Clerk Audra Etzel. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7001 PM. Stephen Sporny, mentioned he signed into the meeting but preferred to not share his address up blicly. Mr. Sporny discussed his request that the City Council consider offering a street obstruction permit. Mr. Sporny reviewed the circumstances behind his request and answered questions from the City Council. City staff provided some initial conversation as to why the permits are not currently allowed. The City Council directed the Public Works Subcommittee to review the topic and provide an update to the City Council at a future meeting. Don Houpt from IOS Otsego said he and his wife Ana are the owners of IOS Otsego and their plat is on the consent agenda tonight. Mr. Houpt is looking forward to the project. Corey Tanner, 7952 Palm�ren Ave NE asked for clarification on street obstructions and whether a trailer parked on the street would be the same. City Planner Licht said a trailer that is not connected to a vehicle is not allowed because it cannot be quickly removed. Mayor Stockamp closed the Open Forum at 7:21 PM. 2. CM Moores motioned to approve the consent agenda as written, seconded by CM Dahl. CM Dunlap requested that item 3.13 be removed from the consent agenda for discussion as item 6.1. CM Moores motioned to approve the consent agenda as amended, seconded by CM Dahl. All in favor. Motion carried 5-0. 4. Planning: 4.1 Boulder Pass Vacation: A. Presentation by City Planner. B. Conduct Public Hearing. B. Consider Resolution 2023-43 Approving Vacation of Existing Public Right -of -Way. City Planner Licht reviewed the staff report and power point presentation. Mayor Stockamp opened the Public Hearing at 7:25 PM. No one from the public spoke. Mayor Stockamp closed the Public Hearing at 7:25 PM. The City Council had no questions and agreed with the information presented. CGoede motioned to adopt Resolution 2023-43 approvi M ng vacation of existing public right- of-way, seconded by CM Dahl. Presentation by City Engineer, B. Consider Resolution 2023-44 Accepting Bids and Awarding Contract. City Engineer Wagner reviewed the staff report and power point presentation. City Engineer Wagner noted there will be road closures in the Boulder Creek neighborhood during a portion of the project. Mayor Stockamp asked when this area will be impacted and for how long? City Engineer Wagner said the closure may take 4-6 weeks and it could be during the school year. There was discussion about the need to notify the respective bus companies for each school district. CM Dahl motioned to adopt Resolution 2023-44 accepting bids and awarding contract for the East-West Watermain Connection Project, City Project No. 23-04 to Douglas -Kirk Underground, LLC of Mora, Minnesota in the amount of $2,414,740.59, seconded by CM Goede. All in favor. Motion carried 5-0. 6. City Council Reports and Updates: 6.1 Adopt Ordinance 2023-06 Amending the Zoning Ordinance for Definition, Building Material and Driveways. City Planner Licht reviewed the staff report and power point presentation. CM Dunlap asked about the school definition and where could a school be built? City Planner Licht said schools can be built within residential districts and the INS, Institutional District with a Conditional Use Permit. Planner Licht said the amendment is to clarify the intent of the zoning ordinance between instructional class facilities such as dance studios and school facilities. CM Dunlap asked for clarification regarding driveways in the Al and A2 Districts being fully paved. City Planner Licht said the change would allow residents that have built since the ordinance requiring paved driveway was adopted, to not fully pave their driveway. The amendment would require asphalt, concrete, or paver brick surface be equal to the required front yard setback. Driveways installed prior to the original ordinance adoption are not required to comply. CM Dunlap wanted to further discuss Section 2 regarding City buildings and the Conditional Use Permit requirement. City Planner Licht said under the proposed amendment the City would be exempt from the CUP process for exterior materials. The City and zoning authority is already taking due care to make sure the conditions are followed. CM Dunlap would still like the City Council to review. City Planner Licht said the Planning Commission will review and City Council will approve the project, this eliminates additional requirements. CM Dunlap does not want to give blanket approval and wishes to continue with the CUP process. Page 3 of 5 MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING JUNE 12, 2023 CM Dunlap motioned to adopt Ordinance 2023-06 section 1 and section 3 amending the Zoning Ordinance regarding definitions and driveway surfacing; and to approve publication in summary form, seconded by CM Dahl. All in favor. Motion carried 5-0. CM Goede motioned to adopt Ordinance 2023-06 section 2 amending the Zoning Ordinance regarding building materials, and to approve publication in summary form, seconded by CM Moores. Voting in favor: Stockamp, Dahl, Goede and Moores. Voting against Dunlap. Motion carried 44. Mayor Stockamp said the resident on Parrish Ave NE is happy to have the no passing zone signs installed. 7. Staff Reports and Updates: Assistant City Administrator/Human Resources Hille said City Hall will be closed for Juneteenth. City Administrator/Finance Director Flaherty said project letters will be sent out for the street renewal project later this week, and that the Wright County Economic Development Authority is hosting a meeting tomorrow. Flaherty is requesting a special meeting on June 26 at 5:30 PM to discuss debt service and special revenue fund budgets. Mayor Stockamp motioned to schedule a special meeting on June 26, 2023, at 5:30, seconded by CM Goede. All in favor. Motion carried 5-0. City Cleric Etzel welcomed Deputy Clerk Katie I<alland. City Planner Licht said there will not be a Planning Commission meeting until July 17, 2023, due to two upcoming holidays and quorum issues. City Engineer Wagner had updates regarding the 2023 street project, I<adler Ave NE, 70cn Street/CSAH 38, quotes for a park pavilion in Kitteridge Park, and Well 10 and Pumphouse 114 quotes. Jason Oltmanns, Wright County Sheriff's Office provided updates regarding 911 hang-ups, a lot of traffic complaints regarding noise and speed, and mental health calls. 8. Adjourn.
