City staff is recommending that the City Council approve the hiring for a Utility Operator position.

BACKGROUND/JUSTIFICATION:
City staff is recommending City Council approve Matthew Flintrop for the Utility Operator position. This is a
new staff position, which was approved for recruitment at the January 23, 2023 City Council meeting.
The 2023 Utility Budget includes a full-time Utility Operator staff addition supporting the department and
community needs. The position was advertised April into June, interviewing four qualified candidates. The
staff addition supports all Utility Operations including increased Class A EQ Biosolids production and self-
performed transport, the West WWTF liquid capacity expansion and customer service needs.
Responsibilities of the position includes operations and maintenance of the wastewater treatment
facilities, snow removal, collection and distribution maintenance, hydrant work, valve maintenance,
equipment operation, sampling with process and regulatory labs, lift station rounds and maintenance,
housekeeping, documentation, meter reads and repairs.
Matthew has successfully passed the required background, driver’s license, and drug screen. Staff
recommends Matthew Flintrop be hired at Pay Grade 7, Step 4; and Paid Time Off at the accrual of six
years of service.
