1 Mayor LaEly Fournier will call the meeting to order.
Mayor Fournier called the meeting to order at 6:30 PM.
Roll Call: Mayor Larry Fournier; Counciimembers: Vern Heidner, Jessica
Stockamp, Mark Thorsted and Tom Darkenwald.
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator; Andrew MacArthur, City Attorney; Dan Licht, City Planner; Ron Wagner,
City Engineer; Gary Groen, Finance Officer and Brad Belair, Public Works Director.
Pledge of Allegiance: Mayor Fournier led in the Pledge of Allegiance.
Judy Hudson, City Clerk swore in the new Councilmembers Vem Heidner and Tom
Darkenwald.
2 Consider agenda aooroval.
Mayor Fournier requested to add under Item 5.1. Claim for Alliance Benefit Group in the
amount of $2,406.30 for HSA; under 9.3. Set a meeting with County Engineer; 11.3.
Discussion of Wright County Mayor's Association; 9.4. Wright County Letter dated 12-4-
06
2-406 and add under 11.4. Set date for Commission Appreciation Night. Mike Robertson
requested to add under 12.3. League of MN Conference.
CM Heidner motioned to adopt the agenda as amended. Seconded by CM
Stockamp. All in favor. Motion carried.
3 Consider the following minutes.
3.1. December 11. 2006 City Council Meetirxa.
Mayor Fournier wanted noted on Page 3, Item 9.2. that Change Omer No. 1 is for a
reducrion of $127,200.
CM Heidner motioned adoption as amended. Seconded by CM Stockamp.
Voting For the Motion: Mayor Fournier, CM Heidner, CM Stockamp, and CM
Thorsted.
Abstained: CM Darkenwald
Motion carried.
3.2. December 4, 2006 Truth in Taxation.
CM Heidner motioned adoption. Seconded by CM Sbodcamp.
Voting For the Motion: Mayor Fournier, CM Heidner, CM Stockamp, and CM
Thorsted.
Abstained: CM Darkenwald
Motion carried.
4 Ogen Forum: (5 minute limit)
Pat Hilden, 7094 Odell Avenue, representing the Otsego Snowmobile Club. Mr. Hilden
updated the Council on the Club, they have approximately 85 households in their club
and the trails in Otsego have been fully marked. He reported they are active at the
Council level and with other neighboring clubs.

5 Consent Agenda. (Non -controversial items).
5.1. Approve Claims List.
5.2. Received October 10, 2006 Otsego Police Commission Minutes.
5.3. Received November 14, 2006 Otsego Police Commission Minutes.
5.4. Received September 14, 2006 Otsego Police Commission Minutes.
5.5. Approve Resolution No.2007-01 Establishing Depositories for City
funds.
5.6. Approve Resolution No.2007-02 Adopting an Official Newspaper.
5.7. Pay Request in the amount of $254,341.00 to KUE Contractors for Otsego
Public Works Facility.
5.8. Approve Pay Request in the amount of $6,449.90 to Greystone
Construction for Otsego Public Works Salt/Sand Storage.
5.9. Received November 8, 2006 Park & REC Commission Minutes.
5.10. Approve Pay Estimate #2 in the amount of $588,397.70 to
S.R. Weidema for Dual Forcemain along NE 65"' Street.
CM Heidner motioned adoption of the Consent Agenda. Seconded by CM
Stockamp. All in favor. Motion carried.
6. Old Business.
6.1. ProRosed Bond Sale for Public Works Garage.
Paul Donna, Northland Securities, reviewed the different Bond Scenarios as outlined in
Mike Robertson's memo dated January 4, 2007.
Mayor Fournier supported Scenario D. He feels that as Otsego's business keeps
growing it will help keep Otsego's tax rate flat and the City will have the ability to pay
the higher amounts.
CM Heidner motioned for staff to proceed with Scenario D. Seconded by
Mayor Fournier. All in favor. Motion carried.
6.2. Review of 2007 Budget.
Gary Groen went over the 2007 Budget.
Mayor Fournier motioned to adopt Resolution 2007-03 setting a Final Budget
of $3,195,568 for the 2007 City Budget. Seconded by CM Thorsted. All in
favor. Motion carried.
7. Public Works.
7.1. Consider Purchase of Computers for Public Works Facility.
Brad Belair went over the quote.
CM Heidner motioned to approve purchasing the three computers of $4,350.
including installation. Seconded by CM Thorsted. All in favor. Motion
carried.
8. Dan Licht, City Planner.
Dan Licht updated the Council on the projects he is currently working on and will be
bringing before them at the next City Council meeting such as the Housing Rental
Ordinance and a Street Light Policy update.

9. Ron Wagner, City Engineer.
9.1. Review of I-94/CSAR 37 Phasing Options.
Ron Wagner went over different designs proposed by the City of Albertville.
CM Heidner motioned for the City Engineer to proceed with this study.
Seconded by CM Thorsted. All in favor. Motion carried.
9.2. MnDOT Letter.
Mike Robertson went over the proposed letter. CM Heidner also wanted to emphasize
in the letter the Council's concern with emergency vehicles being able to have good
access coming from the north into Otsego.
CM Heidner motioned to authorize the Mayor to the sign the letter.
Seconded by CM Stockamp. All in favor. Motion carried.
9.3. Set meeting with County Engineer.
The Council will set a meeting at a later date.
9.4. Wright County Letter dated 12-4-06 outlining their projects.
The Council directed Mike Robertson to send a letter to the County restating the
Council's wishes for the reconstruction of CSAH 36.
10. Andrew MacArthur, City Attorney.
10.1 Review of I-94 Memo of Understanding.
Mr. MacArthur went over the I-94 Memo of Understanding. There was a lot of
discussion with Council and staff.
CM Heidner motioned for the City to enter into this I-94 Memo of
Understanding. Seconded by Mayor Fournier.
Voting For the Motion: Mayor Fournier, CM Heidner, CM Stockamp, and CM
Thorsted.
Abstained: CM Darkenwald
Motion carried.
10.2. Other Legal Business.
Mr. MacArthur suggested a meeting with the landowners along 62nd Street.
Mayor Fournier motioned to meet with the landowners along 62nd street at
an Administrative Sub -committee. Seconded by CM Thorsted. All in favor.
Motion carried.

11.3. Wright County Mayors Meetin,Jc
Mayor Fournier said that it is Otsego's turn to
host the Wright County Mayor's Meeting.
He has reserved Rockwoods for March 21, 2007 at 6 PM and needs authorization for
$150 to reserve the room.
CM Heidner motioned to reserve Rockwoods for the Mayor's Association for
$150. Seconded by CM Stockamp. All in
favor. Motion carried.
11.4. Commission appreciation night
The Council set February 15, 2007 from 7 PM to 8:30 PM.
12. Mike Robertson, City Administrator.
12. 1. Brett Admixtures Request.
Mike went over Brett Admixtures letter requesting four installment payments though
2007 for their fees.
CM Heidner motioned to approve Brett Admixtures request for four
installment payment throughout 2007 for fees. Seconded by CM Thorsted.

Mike went over the summary.
12.3. League of MN Cities Seminar for newly elected and current
Current elected officials.
Mayor and all Councilmembers said they will be attending on January 26 and 27.
Mayor Fournier set January 29, 2007 at 5:30 PM for a Budget Workshop.
13. Judy Hudson, City Clerk.
Judy said that the Board of Review has been set by the County for Thursday, April 19,
2007 at 6:30 PM.
14. Adjourn by 10 PM.
