2023.06.26 Special City Council MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, JUNE 26, 2023 5:30 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 5:30 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Jeff Dahl, Tina Goede, Brittany Moores, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Hille, Streets Operation Manager Kevin Lamson, City Planner Daniel Licht, and City Clerk Audra Etzel. City Engineer Ron Wagner arrived at 5:53 PM. 1. 2024 Budget, Tax Levy and Capital Improvement Plan Review. City Administrator/Finance Director Flaherty presented the budget meeting #2 materials as included in the packet. Flaherty reviewed the eight special revenue funds and noted that only the three tax increment district funds have adopted line -item budgets. The Council discussed developing additional programs for the contributions from Vireo Health fund. The Council also discussed exploring funding certain public safety expenditures from the Lawful Gambling fund. Both topics will be forwarded to the Administrative Subcommittee for future meeting discussions. The Council concurred with the information as presented. Flaherty reviewed the two debt service funds. Flaherty offered a recommendation to reduce the tax levy for the 2020A bond issue for the remaining years of the bond. The Council concurred with the information as presented. City Administrator/Finance Director Flaherty noted at the next budget meeting the Council will review Capital Project Funds within the Capital Improvement Plan (CIP) that have proposed tax levies. 2. 2023 Street Maintenance Projects —Review Proposal Modifications. City Administrator/Finance Director Flaherty said this is a review of the 2023 Street Maintenance Projects with proposed modifications that will be presented at the Council meeting tonight. Streets Operation Manager Lamson along with City Engineer Wagner presented proposed changes regarding the 2023 Street Maintenance Projects. Staff is recommending changing the scope of work proposed in Riverwood National and Sunray Farms. City Engineer Wagner said there are a couple change orders tonight for the 2023 Street Maintenance projects including: removing the seal coating and going from a micro -surface to a mill & overlay. Page 1 of 2 MINUTES OF THE CITY OF OTSEGO SPECIAL CITY COUNCIL MEETING JUNE 26, 2023 CM Dunlap asked to clarify if the vendors would not charge for breach of contract for the proposed changes to the 2023 Street Maintenance Projects. City Engineer Wagner said the vendors have agreed to the proposed changes and will not be charging damages to the City. Flaherty updated the Pavement Management Funds for the projected changes and there are funds available, although the fund will be over budget. City Engineer Wagner and Streets Operation Manager Lamson explained the differences between a micro -surface project vs. a mill and overlay, and the benefits of each process depending on the condition of the street. Mayor Stocl<amp asked when the project with the changes would be completed. City Engineer Wagner said the end date would be September 301h, noting this is about a two -week project. City Administrator/Finance Director Flaherty would like a special meeting to discuss the progress report on the City Hall Design. Mayor Stockamp motioned to schedule a special meeting on July 24th at 5:30pm, seconded by CM Goede. All in favor. Motion carried 5-0. 3. Ad'lourn.
