Call to Order:
Vice Chair Stritesky called the meeting to order at 7:00 PM.
Roll Call: Vice Chair Aaron Stritesky; Commissioners, Charles Foster, Laurie Jones, Vern
Heidner, Pam Black and Tracy Kincanon; Absent: Chair Alan Offerman; Present
City Council: Mayor Jessica Stockamp; Staff: City Planner Daniel Licht and
Administrative Assistant Sandy Lindenfelser.

2. Consider the Following Minutes
2.1 March 20, 2023 Planning Commission Meeting.
2.2 March 20, 2023 Special Planning Commission.
Commissioner Heidner motioned to approve the minutes as written.
Seconded by Commissioner Jones. All in favor. Motion carried. 6-0.
Commissioner Black motioned to approve the Special Planning Commission
minutes as written. Seconded by Commissioner Foster. All in favor. Motion
carried. 6-0.
3. Public Hearing Item:
3.1 Carron:
A. Zoning Map Amendment Rezoning the Property to A-2 District
B. Conditional Use Permit to Allow a lot less than 20 acres in Area and
450 feet in Width
City Planner Licht gave the planning report.
Applicants Randall and Deborah Carron 12860 83rd Street NE were present and agreed
to the staff report.

Commissioner Heidner motioned to recommend approval of a Zoning Map
amendment rezoning the subject site from A-1 District to A-2 District and to
approve a Conditional Use Permit allowing administrative subdivision of a lot
with an area less than 20 acres within the A-2 District subject to the four
conditions listed in the planning report. Seconded by Commissioner Jones.
All in favor. Motion carried. 6-0.
3.2 Carpentier Properties, LLC / Steph’s Garage:
City Planner Licht gave the planning report.
Applicants, Brian and Stephanie Carpentier, 9337 Kagan Circle NE were presented and
agreed to the staff report. Mr. Carpentier has been in the automotive business both
small and corporate for a number of years including owning his own small-town
business. The name, Step’s Garage, comes from the name of their previously owned
auto repair business. Mr. Carpentier is excited to bring both his knowledge and skills to
high school and college age students.
Mr. Ted Wright, representative of Clow Berg Architects said they want to reiterate that
they are here to learn what they can do to create a successful project for their client.
Vice Chair Stritesky opened the Public Hearing at 7:15PM
Patty and Steve Allen, 9244 Kaiser Circle NE have lived in Otsego since 2019 and are
strongly in support of their neighbors, the Carpentiers. Ms. Allen said the Carpentiers
are very kind, caring, considerate, honest, intelligent, and have a ton of integrity. Ms.
Allen believes there is lots to come from their vision of helping those youth that want to
learn how to change a tire or check if their oil is low. She hopes to see this vision come
true.
Mr. Wright asked for clarification to better understand the PUD setbacks along Parson
Avenue. City Planner Licht explained what the PUD guidelines were and explained why
it was moved to a required 20-foot build-to line. Mr. Wright said the site plan is
designed with regard the entrance and parking area, and where would be the safest
location moving forward with the 20-foot setback requirement.

Vice Chair Stritesky asked the architect where the 20-foot mark or setback was
according to the drawings in the packet. City Planner Licht explained that the 20-foot

setback isn’t from the North, it is from the Parsons side showing the location on the
map submitted.
Commissioner Heidner asked if the problem was that you are trying to have three major
entrances on three sides of the building. Multiple signs are confusing and it’s a good
idea for the client to know where they are going. Mr. Wright said the idea is to make it
as safe and to minimize the possibility of any accidents. They are trying to separate
vehicles being worked on from the next vehicles entering. Minimize the area where
turning takes place as that tends to bring confusion and make mistakes. Commissioner
Heidner questioned that the site plan makes the parking area visible.
Commissioner Foster asked for clarification of the number of service bays. Mr. Wright
said there are eight service bays with access from two sides of the building.
Commissioner Kincanon asked for clarification that the building does face north. Mr.
Wright clarified that it does face north, but they are still open to change.
Commissioner Stritesky noted that the principal of the PUD was to make it more of a
downtown feel.
Commissioner Heidner thinks it’s a great looking building, just doesn’t think it’s great for
location on this lot.
Commissioner Stritesky asked if we were locked in as to the entrance locations to 87th
Street and Parson Avenue. City Planner Licht confirmed that the public street accesses
are set.
Mr. Carpentier said there will be a parts room and two flat areas where they will be able
to store larger parts. Commissioner Heidner asked if this was going to be a full-service
garage. Will there be engine repair and if so, will the vehicles be pushed in and out as
to not be stored outside. Mr. Carpentier confirmed and said he wants a clean and neat
appearance.
Commissioner Kincanon asked where the waste and recycling going. Mr. Wright said
they have nothing in place at this time, but they will follow the guidelines for whatever
the City has with some kind of enclosure outside.
Commissioner Heidner asked about the number of employees they plan on having in
the building at one time. Mr. Carpentier said there will only be five, so not all the bays
will have vehicles being worked on at one time. Plans to start out smaller and add
more employees in the future as needed.

Commissioner Jones likes the architecture of the building but feels this site is a tough
location for an auto repair use. Commissioner Jones suggesting looking for other sites
that would be more viable for this type of business.
Commissioner Foster agreed wondering what type of business would want to go next
door in the future.
Vice Chair Stritesky doesn’t think there is a bad side to the building in terms of
appearance
Commissioner Heidner said he doesn’t think the use fits the site.
City Planner Licht suggested the Planning Commission table the discussion and request
the applicant bring back revised plans addressing comments.
Commissioner Foster motioned to table to Monday June 5, 2023.
Seconded by Commissioner Jones. All in favor. Motion carried. 6-0.
4. Planning Items:
4.1 Comprehensive Plan Update.
City Planner Licht updated the Planning Commission on the Comprehensive Plan and
Future Land Use.
Commissioner Jones asked about minor collector streets and if 80th Street NE and
MacIver Avenue NE will be one. City Planner Licht said 80th Street NE is one of the
sections of a minor collector street where driveways were allowed noting width has
been added to allow for carry through traffic. Traffic would reduce when 85th Street NE
is constructed through CSAH 19 although the traffic on 80th Street NE would continue
due to school traffic.
Commissioner Foster asked if development in neighboring cities around us would be
slowing the growth in Otsego. City Planner Licht explained that Otsego’s projection is
based on that 10-year average of growth on an average curve. With available land,
infrastructure, and property taxes lower in Wright County, as well as lower in
neighboring cities, City Planner Licht does not see a drop in development.
