01-29-07ITEM 3_2 CITY COUNCIL BUDGET WORKSHOP MONDAY, JANUARY 29, 2007 5:30 PM, OTSEGO CITY HALL i Mayor Fournier will call the Budget Workshol2 to order. Mayor Fournier called the Workshop to order at 5:30 PM. Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Jessica Stockamp, Mark Thorsted and Tom Darkenwald. Staff: Judy Hudson, City Clerk/Zoning Administrator; Gary Groen, Finance Director; Ron Wagner, City Engineer and Jeff Gulden, Assistant City Engineer. 2 Discussion of the 2007 Budget. Gary discussed with the Council the preliminary December 31, 2006 Water and Sewer Utility Cash balances. The current sewer rates are not sufficient to finance the cost of operations. Monthly Sewer charges are currently based on the average water usage for the months of December, January and February. Those residents that do not have a usage history for this time period are billed $9.00/month as an estimate. The actual usage averages are. approximately $32.00 per month. The Council supported billing $32.00 per month to customers until an actual usage history has been calculated and directed staff to place this on the next Council Agenda. Gary also went over the preliminary December 2006 Cash Balances and the City's Investments prior to going over the 2007 Budget. The Council would like more detailed information and projections on the Pavement Management Program and Park Path Pavement Management expenditures over the next several years. They also directed Gary to prepare a Purchasing Policy. The Council would like the Cash Balance Statements on a monthly basis and Financial Statements on a quarterly basis. Street Lights were discussed and Gary said the 2007 Budget must be higher for this. The Council directed staff to put together a Street Light Inventory. Police Budget was discussed the Council directed staff to have this on the next Council Agenda for authorization to the Sheriff for more hours starting in July 2007. Council also wanted a quarterly report of the Capital Improvement Revolving Fund #414. 3. Any other items. 3.1. City Engineer Presentation. Ron Wagner and Jeff Gulden presented the traffic counts taken recently along CSAR 37 and CSAH 19 Traffic Count. He also updated the Council on the recent I-94 Task Force Meeting that he along with Mayor Fournier and CM Heidner attended last week.
