2023.07.10 City Council MinutesOTSEGO CITY COUNCIL MEETING MONDAY, JULY 10, 2023 7:00 PM OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7*00 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Jeff Dahl, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Hille, Emergency Services Director Daryl Rausch, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall, and City Clerk Audra Etzel. Absent Councilmember Tina Goede. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. Michael Hayman, 1528174th Street NE, discussed signage recently installed behind his home identifying the private and public land boundaries. The City Council directed staff to review the signage quantity and size and report back. Michael Steiner, 10605 74th Lane NE, is thankful for the trails recently installed near his neighborhood. Mr. Steiner said he is in support of the Kittredge Crossing Park shelter repairs being proposed. Gene Hively, 15729 93rd Circle NE ,said the temporary no passing sign recently installed on CSAH 42 has improved the traffic. Mr. Hively has contacted Wright County to see if the sign can be installed permanently. Mayor Stockamp closed the Open Forum at 7:24 PM. 2. Consider Agenda Approval: City Administrator/Finance Director asked to removed 5.1 Kittredge Crossings Parlc Shelter Repair from the agenda for further staff review. CM Moores motioned to approve the agenda as amended removing item 5.1, seconded by CM Dunlap. All in favor. Motion carried 4-0. 3. Consent Agenda. 3.1 Approve Claims List. June 26, 2023 Special Meeting. 3.3 Approve City Council Special Compensation for June 2023. 3 4 Approve Pay Application #11 for the West WWTF Improvements Phase 1 Project. 3.5 Approve Pay Application #1 for the 70th Street Turn Lanes Improvement Project. 3.6 Approve the Hiring of the Utility Operation Position. 3.7 Adopt Issuance of a Temporary On -Sale Liquor License to the Otsego Lion's Club. 3.8 Accept Park Planning Proposals for Ashwood Park and Prairie Park Master Park. CM Moores motioned to approve the consent agenda as written, seconded by CM Dunlap. All in favor. Motion carried 4-0. 4. Planning: 4.1 Christian Brothers Automotive. A. Presentation by City Planner. Be Consider a Planned Unit Development (PUD) Stage Plan. C. Consider Resolution 202346 Approving a Site Improvement Performance Agreement. City Planner Licht reviewed the staff report and power point presentation. Paula Tolliver, Christian Brothers Automotive was present to answer questions. Mayor Stocl<amp noted some corrections to the findings of facts. The City Council discussed overnight and winter parking concerns. Ms. Tolliver said the franchise owner will be responsible for snow removal. City Planner Licht said required spaces cannot be used for snow storage, noting there are nine additional parking spaces within the lot. Ms. Tolliver added they do not anticipate storing many vehicles overnight. City Planner Licht said the zoning ordinance is specific to no overnight parking for auto repairs uses. CM Dunlap asked about the variance process to allow their overhead doors to the service bay to open during business hours. City Planner Licht said a Public Hearing would be required by the Planning Commission to review and make a recommendation. The Council agreed to allow outdoor parking and amended the following condition to read: 2d. All vehicles shall be stored completely inside the principal building or parked installs designated for vehicle drop off to the north and east of the building between the hours of 10:00 PM and 7*00 AM, there shall be no other outdoor parking upon the subject site between these hours. Page 2 of 4 MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING JULY 10, 2023 CM Dahl motioned to approve a PUD Development Stage Plan for Lot 11 Block 1 Great River Centre of Otsego subject to the conditions within the findings of fact and decision amending stipulation 2d. and adopt Resolution 202346 approving a Site Improvement Performance Agreement, seconded by CM Dunlap. All in favor. Motion carried 4-0. .. 6. Administration: 6.1 Construction Management Services. City Administrator/Finance Director Flaherty reviewed the staff report and introduced Dustin Phillips and Dan Kjellberg from Kraus Anderson, who were available online to answer questions. CM Dunlap asked for clarification on the fee schedule in the proposal. Flaherty noted that the City is in the preconstruction phase, and that the construction portion is contingent on a project moving forward. CM Dahl motioned to accept the Proposal, that the AIA Agreement Documents between the City of Otsego and Kraus Anderson Construction Companies are approved in form, subject to modifications by the City Attorney, and to authorize the Mayor and City Clerk to execute the agreement on behalf of the City, seconded by CM Moores. All in favor. Motion carried 4-0. 7. City Council Reports and Updates: Mayor Stockamp said CM Dunlap, CM Dahl, Emergency Services Director RaUSCh, and herself toured the Monticello Nuclear Plant earlier today. CM Dunlap will be touring the old City Hall on CSAH 39 tomorrow with Mayor Stoclamp and the Otsego Heritage Preservation Commission. CM Moores said the Parl<s and Recreation Commission will be touring parks on July 18tn 8. Staff Reports and Updates: City Administrator/Finance Director Flaherty is requesting a meeting on July 31St at 5:30 PM to discuss planning efforts for the emergency services department. Mayor Stockamp motioned to schedule a special meeting on July 315t at 5:30 PM, seconded by CM Dunlap. All in favor. Motion carried 4-0. City Engineer Wagner had updates regarding the street striping project, mill and overlay bids will be opened on July 18tn, and the street reconstruction and reclaim projects. Jason Oltmanns, Wright County Sheriff's Office provided updates on Fourth of July happenings and juvenile complaints.
