02-15-07ITEM 3_2 CITY OF OTSLGO CITY COUNCIL WORKSHOP February 15, 2007 Roll Call: Otsego City Council: Mayor Larry Fournier, Councilmembers Mark Thorsted, Jessica Stockamp, Vern Heidner and Tom Darkenwald. City Staff: City Administrator Michael Robertson, City Clerk Judy Hudson, Public Works Director Brad Belair and Finance Director Gary Groen. Paul Christenson and Kurt Niedermeyer were present from People Service, Inc. Mayor Fournier called the workshop to order at 5:05 p.m. Review of People Service Contract Amendment - Administrator Robertson reviewed the meetings with People Service which had determined which items staff could do that People Service was currently doing. Robertson and Paul Christenson reviewed three options, Option A, with no change in People Service's responsibilities, would cost $672,929 a year. Option B, which requires the City to take over all sewer and water distribution facilities, would cost $447,600 a year. Option C, where the City would take over some duties from People Service, would cost $491,100 a year. Public Works Director Belair said that he could not do Option B without additional personnel, probably two people. Robertson noted that one of the two people would probably need a State Water certification. Belair said he could do' Option C without additional personnel because most of the work was in the spring and fall, when his schedule was less crowded. The Council noted that hiring an additional two people would cost more than the $43,500 difference between Options B and C. The Council directed staff to place the Option C contract amendment on the next Council agenda and to have the City Attorney review the amendment language. Finance Director Groen noted that the City should realize at least $47,000 in savings from Option C, and probably more.
