PUBLIC SAFETY COMMISSION
OTSEGO PRAIRIE CENTER
July 11, 2023

Call to Order.
This meeting was called to order at 6:32 PM.
Roll Call: Chair David Greeman; Commissioners: Dan Freiberg, John Braun, Mark Wolf, Kyle
Heltemes and Gregory Hubbard; City Council: Mayor Jessica Stockamp, CM Tina Goede & CM
Ryan Dunlap.
Emergency Services Director: Daryl Rausch
Absent: Loren Green
Announcements
Daryl Rausch- New emergency services director - Daryl will be attending future meetings. He
has over 43 years of service in public safety - Introduced himself to the commissioners.
2. Consider agenda approval
Commissioner Mark Wolf motioned to approve agenda as written. Seconded by
Commissioner John Braun. All in favor. Motioned carried. 7-0
3. Consider the following minutes:
3.1 June 13, 2023
Commissioner Dan Freiberg motioned to approve the minutes as written. Seconded by
Commissioner Mark Wolf. All in favor. Motion carried. 7-0
4. Open Forum
No comments were made
On July 31st at 5:30 pm, there will be a public meeting with the city council regarding the future
of public safety in the city.
5. Review received monthly reports
5.1 CentraCare EMS - April- June - See the attached report.
5.2 Ambulance and Allina Health Buffalo - Brian Nord present - Brian discussed their
most requested calls for service. He said Breathing problems, falls and mental health are
top calls for service. He explained most patients are transported to Maple Grove

hospital, Buffalo, Monticello and North memorial (Robbinsdale). Brian briefly discussed
the ambulance crashes and said he staff are doing okay. See attached report for
response times.
Elk River ambulance - Steven Dittbenner present - Discussed their mutual aid
agreement, explained their operations and how their ambulance serviced worked in the
community. See attached report for response times.
5.3 Albertville Fire Department - no one present
5.4 Elk River Fire Department - no one present
5.5 Rogers Fire Department (Chief Farrens hopes to make it to 8/8/23 meeting)
5.6 Wright County Sheriff Department - Presentation - Talked about DWI cases and the
risks to the public.

Heltemes. All in favor. Motion carried. 7-0
