03-12-07 PHPUBLIC HEARING Mississippi Shores 6th, 7th and 8th Additions March 12, 2007 6 PM OTSEGO CITY HALL 1. Mayor Fournier will open the Public Hearing. Roll Call: Mayor Larry Fournier; Councilmembers: Vem Heidner, Mark Thorsted, Tom Darkenwald and Jessica Stockamp. Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning Administrator; Andrew MacArthur, City Attorney; Laurie Shives, Associate Planner; Ron Wagner, City Engineer; Joe Palawa, Assistant City Engineer; and Tami Loff, Administrative Assistant. Mayor Fournier called the meeting to order at 6:02 PM. 2. City Attorney comments. City Attorney Andy MacArthur went over the process of an Assessment Hearing. Joe Palawa, Assistant City Engineer reviewed the project and proposed assessments. 3. Public Comments. Mayor Fournier opened Public Hearing at 6:07 PM. Tim Phillips, 15682 NE 90ti' ST, Riverview Liquorette, presented a letter to City Council with an objection to the additional assessment. He felt the quality of work was good. Rudy Thibodeau, 9100 Park Ave, Godfathers, stated his objection to the additional assessment. Mr. Thibodeau would like to see a break down of costs for this project. He said that he was told that the overhead would be around 17% and now it is 31%. He would like to see a breakdown of what made the overhead costs go up. Mr. Thibodeau stated his concern with the entrances in and out of this area. He said that trucks are having a hard time making the corners. City Engineer Ron Wagner went over the costs for this project. Ron stated that overhead costs increased because construction costs increased and because there were a lot of extra engineering time spent on communications. Mr. Thibodeau said that he wonders if he is paying more for costs that might have been caused by other parties. Ron explained that each property including the City paid 21% for overhead which includes engineering, legal and administration. Mayor Fournier said that he would like to provide the information that Mr. Thibodeau is looking for. CM Darkenwald said he would like to continue this Public Hearing after looking at information requested. All Council Members agree. CM Heidner motioned to continue Mississippi Shores 6a', 74' and 8a' Public Hearing to March 26,,2007,,6:00 PM. Seconded by CM Stockamp. All in favor. Motion carried. City Council set Workshop for Thursday March 22, 2007 at 5:00 PM to review the information. 4. Close the Public Hearing. Closed hearing at 6:39 PM. S.
