Call to Order:
Mayor Stockamp called the meeting to order at 7:00 PM.
Roll Call
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and
Ryan Dunlap. City Staff: Assistant City Administrator/Human Resources Hille, Emergency
Services Director Daryl Rausch, Parks and Recreation Director Nick Jacobs, Streets Operation
Manager Kevin Lamson, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney
Dave Kendall, and City Clerk Audra Etzel.
Pledge of Allegiance:
Mayor Stockamp led in the Pledge of Allegiance.
1. Open Forum:
Special Presentation —Jeff Hagman. Center Point Ene
presented a check in the amount of
$1,715 for an 800 mhx radio replacement for emergency operations; a matching grant.
Mayor Stockamp opened the Open Forum at 7:05 PM. No one from the public spoke.
Mayor Stockamp closed the Open Forum at 7:05 PM.
2. Consider Agenda Approval:
CM Goede motioned to approve the agenda as written, seconded by CM Dahl. All in favor.
Motion carried 5-0.
3. Consent Agenda.
3.1 Approve Claims List.
3.2 Approve City Council Meeting Minutes.
A. July 10, 2023 Meeting.
3.3 Adopt Resolution 2023-47 Accepting a Community Safety Grant Donation — CenterPoint
Energy.
3.4 Approve Pay Application #2 for the Test Well #11 Project.
3.5 Accept Quotes and Authorize the Well #10 Pumphouse Worl< Protect.
3.6 Accept Quotes and Authorize the 2023 Trail Maintenance Proiect.
3.7 Authorize Recruitment for a Mechanic Position.
CM Moores motioned to approve the consent agenda as written, seconded by CM Goede.

4. Engineering:
4.1 Street Maintenance — Mill and Overlay Proiect:
A. Presentation by City Engineer.
B. Consider Adopting Resolution 2023-48 Accepting Bids and Awarding Contract,
City Engineer Wagner reviewed the staff report and power point presentation.
CM Dunlap noted the estimate is under the engineers estimate, but still over budget.
CM Dahl motioned to adopt Resolution 2023-48 accepting bids and awarding contract for the
2023 Mill & Overlay Project, City Project No. 2340 to Park Construction of Minneapolis, MN
in the amount of $468,077.25, seconded by CM Goede.
CM Dunlap asked when the neighborhood to the north, Arbor Creek, will be included for street
repairs. City Engineer Wagner and Streets Operation Manager Lamson said Arbor Creek has
deteriorated and would need to be completed'in the near future. CM Dunlap suggests
including this neighborhood with the proposed projects and budget in 2024.
Voting in favor: Stockamp, Dahl, Goede and Moores. Voting against: Dunlap. Motion carried

5. Parks and Recreation:
5.1 I<ittredee Crossines Park Shelter Repair:
A. Presentation by City Engineer,
B. Consider Accepting Quotes and Authorize the Project.
City Engineer Wagner reviewed the staff report and power point presentation.
CM Dunlap asked where the additional funding will be coming from. City
Administrator/Finance Director Flaherty prepared options for funding. Parks and Recreation
Director Jacobs said the shelter started having issues five years ago, and needs to be completed
due to safety concerns. City Engineer Wagner noted the contractor has put a hold on their
quote through tonight and work would be complete in September.
CM Dunlap is not in favor of approving an expense that is over budget. He would prefer to wait
and budget for next year. City Engineer Wagner said this is a specialized project, staff reached
out to three contractors that have completed similar projects; two quotes were received. CM
Dunlap asked if there was another process to complete the repairs. City Engineer Wagner said
the crane is a need to complete the repairs under the pavilion. The City Council discussed
waiting until next year and the consensus was to move forward with the repairs this year.
CM Goede motioned to accept the quotes and to authorize Ashwill Companies to complete
the Kittredge Crossings Park Shelter Repair in the amount of $114,280.66, seconded by CM

Dahl. Voting in favor: Dahl, Goede and Moores. Voting against: Stockamp and Dunlap.
Motion carried 3-2.
City Council directed staff to bring back a financing option for the additional funding for
approval at the next City Council meeting.
6. City Council Reports and Updates:
A. Heritage Preservation Commission Liaison CM Moores said the national
conference is coming up in September. Mayor Stockamp took the OHPC and CM Dunlap on a
our of the Old City Hall located CSAH 39 and Nashua.
Be Parks and Recreation Commission Liaison CM Moores said the Commission
toured several of the original City parks. The Commission will have some recommendations
and request funding for improvements. The City Council discussed the naming of future parks.
City Planner Licht said now would be a good time to have the OHPC starting coming up with
naming options for new park near Ashwood, based on history in the area.
C. Planning Commission Liaison Mayor Stockamp said the daycare request from the
last meeting were approved.
D. Public Safety Commission Liaison Mayor Stockamp said they received an update
from the Ambulance Services, Wright County Sheriff's Office, Emergency Service Director, and
an upcoming emergency services meeting; none of the Fire Departments were in attendance.
7. Staff Reports and Updates:
7.1 Schedule Special Meeting for 5:30 PM on August 14, 2023.
Assistant City Administrator/Human Resource Director Hille asked for Council to call for a
special meeting on August 14, 2023 at 5:30pm to discuss 2024 budget items and the Wright
County Sheriff's contract.
Mayor Stockamp motioned to schedule a special meeting on August 14, 2023 at 5:30pm,
seconded by CM Dunlap. All in favor. Motion carried 5-0.
City Engineer Wagner had updates regarding: restoration projects and a sign template marking
City property next to residential property.
Emergency Services Director Rausch said he has been in contact with community partners and
staff has secured a vehicle for the department. A workshop is scheduled for July 315t to discuss
and give direction on the emergency services department.
Jason Olt manns, Wright County Sheriff's Office provided updates regarding social media and
the integrity of cases, the recent townhouse fire, and cannabis law changes.
City Attorney Kendall said there is an option for cities to include language in the ordinance
stating cannabis in public spaces is a petty misdemeanor. City Planner Licht said the City could
adopt the language prepared by Wright County. Assistant City Administrator/Human Resources

Hille said staff is in the process of working with the Wright County Attorney's office and will
bring back a recommendation.
