Call to Order:
Mayor Stockamp called the meeting to order at 5:31 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Jeff Dahl, Tina Goede, Brittany Moores, and
Ryan Dunlap. City Staff: Assistant City Administrator/Human Resources Hille, Streets
Operation Manager Kevin Lamson, Parks and Recreation Director Nick Jacobs, Emergency
Services Director Daryl Rausch, City Planner Daniel Licht, and City Clerk Audra Etzel.
1. Progress Report: City Campus Projects.
Wold Architects representatives Jonathan Loose and Karl Schmidt reviewed the City Campus
Project materials that were included in the packet and provided an update.
Mayor Stockamp noted other cities that were toured should be included in future information
presented to the public.
CM Moores asked if there would be issues following the proposed schedule due to long
construction material lead times. Mr. Loose said the bidding is planned to be in the fall before
the majority of spring construction work begins, giving an earlier indication of any supply issues.
Dan Kjellberg with Kraus Anderson Construction said they work closely with the contractors on
lead times to better anticipate delays.
The City Council reviewed and discussed the proposed City Hall diagram. Mayor Stoclamp
discussed the reason to not have a second level was due to cost and space needs. CM Dunlap
noted the view from the Council Chambers is Nashua Street. Mr. Loose stated the change was
to have a better building flow. CM Dunlap liked the meeting rooms provided at Fridley. Mr.
Loose said there will be meeting rooms available for the public and additional staff training
space. CM Moores wants to make sure the services desk has signage.
CM Dunlap asked how the space needs were determined. Mr. Loose said there is a master plan
based on current staff and space needs, along with projected staff and space needs based on
population growths.
Mayor Stockamp asked about adding a drive lane from Prairie Center to the proposed City Hall.
Or. Loose said a drive lane was considered and could still be added. Mayor Stockamp noted
with the routine park use by residents that 90th Street NE gets really busy.CM Moores agrees
with adding a drive lane for safety. CM Goede likes the layout without a drive lane between
Prairie Center and the proposed City Hall. Mr. Loose said an updated Prairie Park Master Plan
would give more direction if the parking lots should be connected with a drive way.

CM Dunlap noted the pickle ball courts close to the proposed City Hall, he asked if this will
cause noise disruption for staff. Mr. Loose will do some research.
The City Council discussed and agreed, they are not favorable to the current proposed City Hall
external building design. Mr. Loose made note to make the building more special to the City of
Otsego community. City Council would like to see details that reflect the community and
character of Otsego.
Assistant City Administrator/Human Resources Hille is working on information for the
newsletter for the community engagement and Kraus -Anderson Construction is working on
material for the City's website.
Mr. Loose said the Core Planning Group will continue to check in with the Administrative
Subcommittee and the City Council on the progress.

CM Goede motioned to close the meeting at 6:49 PM, seconded by CM Moores. All in favor.
Motion carried 5-0.
