ITEM 3.2B SCC 8.4.2014 MinutesITEM 3_2B SPECIAL CITY COUNCIL MEETING OTSEGO PRAIRIE CENTER August 4, 2014 Call to Order. Mayor Jessica Stockamp called the meeting to order at 5:33 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime and Tom Darkenwald and Doug Schroeder. Staff: Lori Johnson, City Administrator; Dan Jordet, Administrative Services Director and Tami Loff, City Clerk. 1. 2015 Budget Discussion. City Administrator Johnson reviewed her memo including the budget schedule. Administrative Services Director Jordet presented an option to limit the 2015 levy increase to the four percent maximum requested by the City Council. The option presented included a laddering of debt service payments in lieu of strictly following the debt payment plan in the bond transcripts. City Administrator Johnson said the city has not received the property value data from Wright County Assessor's office yet. An estimate of the impact of the four percent levy on individual properties for taxes payable in 2015 should be available sometime in August. Economic Development Authority fund was discussed but no levy request was pursued. In addition to the $ 45,285 of additional property tax receipts from the levy the city will receive an increase of $11,236 in LGA for 2015. The City Council agreed with the levy as outlined. The overall 2015 General Fund projected revenues were presented. CM Heidner asked about the special assessments revenue. Administrative Services Director Jordet said City staff needs to examine prior year sources for assessment revenues and determine the appropriate level of expectation. Mining fees were discussed. City Council generally agreed with the revenues projections as presented. The expenditures budgeted for 2015 for City Council, Elections, Assessor, and Finance were reviewed and City Council generally agreed as presented but reserved the right to modify before adoption. The Administration department budget will be discussed at a future budget work session. CM Heidner questioned if there is a fee for the rental of all of Prairie Park. City Administrator Johnson said she wasn't sure. She further stated that if a fee doesn't already exist, one can be added to the 2015 fee schedule. City Administrator Johnson said City Attorney MacArthur has submitted a rate increase request for services effective on January 1, 2015. The City Council agreed with the request in the MacArthur Law Office, LLC letter included in the budget document and recommended adding this item to the August 11, 2014 consent agenda. Other: Mayor Stockamp commented that the street patching that was just completed is coming up from the road surface at the intersection at 85th Street and Page Avenue exposing the old road surface. City Administrator Johnson said she will look into the matter with the City Engineer. 2. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Warehime. All in favor. Motion carried.
