SUBJECT: Performance Review for City Administrator
On Monday, the City Council will be conducting a performance review for City Administrator / Finance
Director Flaherty. The City Council Appointed City Administrator/Finance Director Flaherty on April 19,
2017. The initial performance review was conducted on July 31, 2017, with the most recent performance
review being conducted on August 22, 2022.
Performance Review Outline
In accordance with the City’s Personnel Policy, the City Council has sole authority to evaluate the City
Administrator and may elect to receive feedback from others as part of the process. I thought it may be
helpful to provide a listing of criteria that the City Council may consider during the evaluation:
During annual performance reviews, all City staff are evaluated on the following criteria:
- Job Knowledge / Quantity / Quality
- Teamwork / Communications
- Attitude / Motivation
- Attendance / Dependability
- Innovation / Problem Solving / Adaptability
Additional criteria that could be considered include:
- Overall City Operations/Administration
- Leadership
- Professional Skills
- City Council and Staff Relations
- Resident / 3rd Party Relations
- Reporting
Minnesota Statute
Minnesota Statute §13D.05, Subdivision 3(a) notes that the City Council may close a meeting to evaluate
the performance of an individual who is subject to its authority. The Council shall identify the individual to
be evaluated prior to closing a meeting. At its next open meeting, the Council shall summarize its
conclusions regarding the evaluation. A meeting must be open at the request of the individual who is the
subject of the meeting.

Next Performance Review
As outlined in Section 5 of the employment agreement for the City Administrator / Finance Director, the
City shall review and evaluate the performance semi-annually for the first two years of employment, but
not less than once each calendar year thereafter. The Council should provide direction on the next
performance review timeframe.
