SPECIAL CITY COUNCIL MEETING

1. Mayor Fournier calls the Meeting to order:
Mayor Fournier called the meeting to order at 5:45 PM.
Roll Cali: Mayor Larry Fournier; Councilmembers: Vern Heidner, Dan Scharber
and Jessica Stockamp. Absent Councilmember Mark Thorsted.
Staff: Mike Robertson,. City Administrator; Judy Hudson, City Clerk/Zoning Adm.;
Kathy Grover and Sue Frisch, Finance.
2. Discuss of Sewer and Water Utilities.
Mike Robertson went over his March 9, 2006 memo outlining estimated costs and issues
involved in taking over the water and sewer billing.
CM Heidner motioned to proceed with City Staff taking over the water and
sewer billing. Seconded by CM Stockamp. All in favor. Motion carried.
3. Review of Personnel Manual.
Council was in consensus that they would not establish a cafeteria benefits plan and
that the personnel manual should be placed on the next Council Agenda for approval.
4. Any other business.
Mike Robertson discussed with the Council his recommendation for the new Building
Inspector.
CM Heidner motioned to approve hiring David Castle for Building Inspector
Position. Seconded by CM Stockamp. All in favor. Motion carried.
Mike Robertson reviewed his recommendation regarding budget transfers.
CM Heidner motioned to transfer surplus from the Building Fund to the Public
Works Construction Fund. Seconded by CM Scharber. All in favor. Motion
carried.
5. Adjourn.
CM Stockamp motioned to adjourn. Seconded by CM Scharber. All in favor.
Motion carried.
Meeting adjourned at 6:50 PM.
