04-03-06 WSCITY OF OTSEGO CITY COUNCIL WORKSHOP April 3, 2006 Roll Call: Otsego City Council: Mayor Larry Fournier, Councilmembers Dan Scharber, Mark Thorsted, Jessica Stockamp, and Vern Heidner. City Staff: City Administrator Michael Robertson, City Clerk Judy Hudson, City Planner Dan Licht, City Attorney Andy MacArthur, City Engineer Ron Wagner, and Assistant City Engineer Joe Pelawa. Tom Brown and Dave Taus of Appello and their attorney were present. Mayor Fournier called the workshop to order at 5:00 p.m. Great River Centre Development Agreement - City Administrator Robertson, City Attorney MacArthur, and City Engineer Wagner reviewed the issues in the developer's agreement. Among the issues discussed were; Ryan's request for guaranteed completion, potential assessments, allocation and term of the assessments, AUAR costs, 85th Street assessments, and the Security Letter of Credit. Wagner and Assistant Engineer Pelawa reviewed the options for the assessment of the proposed Parrish Avenue improvement. Council were in consensus on the following items; Appello would be assessed 50% of all improvement costs, the term of the assessment would be 20 years, the interest rate will be one percent above the bond rate, the 85th Street assessment will be unchanged but can be added to the overall assessment, the City will give a credit for that portion of the AUAR outside of the GRC plat, the Letter of Credit will be for the entire development minus Target, one Letter of Credit can be used for all items Apello must guarantee. With no other business, Mayor Fournier adjourned the meeting at 6:27 p.m. Michael Robertson City Administrator
