04-20-06 BRITEM 3_3 CITY OF OTSEGO BOARD OF REVIEW APRIL 20, 2006 6:30 PM OTSEGO CITY HALL 1. Mayor Larry Fournier will call the 2006 Board of Review Meeting to order. Mayor Fournier called the 2006 Board of Review Meeting to order at 6:31 PM. Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Dan Scharber, and Jessica Stockamp. Absent: Mark Thorsted Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk; Pete Merges, Otsego City Assessor and from Wright County's Assessor's Office were Randy DesMarais and Tony Rasmussen. 2. Comments by the Wright County Assessor. Randy DesMarais explained the purpose of the Board of Review and reviewed what has been going on for valuations in Wright County and Otsego. 3. Comments by Otsego City Assessor, Pete Merges. Pete Merges explained that this Board of Review Meeting is to discuss 2006 property valuation for taxes payable in 2007 and that if needed, any property site reviews will be done on Wednesday, April 26 starting at 10 AM. 4. Review valuation of property owners from the County Sign Up List. Martin Mayerchak 14640 72nd Street NE 118-065-001040 EMV $317,800 Mr. Mayerchak said his valuation went up 8% this year and 15% the year before with no improvements and he doesn't feel he could sell it for this amount. Pete Merges went over the lot and house valuation. Tony Rasmussen explained the taxable amount versus the estimated market value. CM Heidner motioned not to change this property. Seconded by CM Scharber. All in favor. Motion carried. Floyd Goenner 8013 Nashua Avenue NE 118-500-292200 EMV $1,273,000 Mr. Goenner feels the valuation is too high with 15 to 20 acres of wetland. Mr. DesMarais said this is under Green Acres showing 6 acres of wasteland. He suggested they review the aerial maps and check with the FSA. Mayor Fournier motioned for the assessors to review this property. Seconded by CM Stockamp. All in favor. Motion carried. 2006 Board of Review, April 20, 2006. Page 2. Keith Knutson 6630 Odean Avenue NE 118-500-332401 EMV $241,700 Mr. Knutson was concerned with the school levy. Mr. DesMarais explained there was a school levy approved and suggested he contact his school district. Mr. Knutson stated he feels his home is worth more than $241,700 and is worried the government is going to make him move and not pay him enough. He wants to build a new home but wants better service from the City. He feels his property value is too low because of the issues going on in the neighborhood. Mayor Fournier motioned to take no action. Seconded by CM Heidner. All in favor. Motion carried. Dan Limoseth 118-500-164401 14975 95"' Street NE EMV $34,000 Mr. Limoseth said this is not a buildable lot and is valued too high. CM Heidner motioned to lower the valuation of Parcel Number 118-500- 164401 to $19,500. Seconded by CM Scharber. All in favor. Motion carried. Toni Seroshek 10410 Kahler Avenue NE 118-121-001080 EMV $317,900 Ms. Seroshek feels her valuation is too high because of all the erosion problems. Mayor Fournier motioned to have the assessors review this property. Seconded by CM Scharber. All in favor. Motion carried. Tom Nichols VFW 7350 Quaday Avenue 118-500-263201 EMV $1,241,500 19 acres 118-500-263200 EMV $1,018,000 14 acres Mr. Nichols stated that these parcels are valued too high and that the buildings are listed on the wrong parcel. Mr. DesMarais that the increase for one parcel was because the Green Acre was removed as the Elk River/Rogers VFW Post does not qualify for Green Acres. They need to meet with the County Attorney regarding a non-profit exempt qualification. The parcel with the building is treated as non -homestead commercial. The Council encouraged that they go to the County and get a non-profit exempt status. CM Scharber motioned to change the County Information to reflect the building on the correct parcel. Joe Ebner 10177 Parrish Avenue 118-030-000150 EMV $137,400 Mr. Ebner state the valuation is too high since if his house burnec wouldn't allow him to rebuild because he is located in the Flood Plain. Seconded by CM Stockamp. All in favor. Motion carried. CM Heidner motioned that next year the assessors set all the lots in this flood plain on Parrish Avenue at $45,000. Seconded by CM Stockamp. Mayor Fournier motioned to reduce the valuation by $8,700.00. Seconded by CM Heidner. All in favor. Motion carried. Jeff Lindenfelser 9058 85th Street NE 118-800-222300 Land EMV $20,000/acre Pete Merges said this land should be at $18,200. CM Heidner motioned to reduce the land to $18.200 per acre. Seconded by CM Stockamp. All in favor. Motion carried. Debra McLain 7158 Quarry Avenue NE 118-085-000004 EMV $160,000 CM Scharber motioned to reduce the valuation to $157,500. Seconded by CM Scharber. All in favor. Motion carried. Anthony Pedersen 7079 Quail Avenue NE 118-085-000168 EMV $165,900 for 2007 2006 Board of Review, April 20, 2006. Page 4. CM Heidner motioned to reduce the 2007 valuation to $161,600. Seconded by CM Scharber. All in favor. Motion carried. Pete Merges stated he will review this whole area next year. 118-196-010120 Lot 12 Block 10 Arbor Creek 2nd Wagenaar Homes Inc. EMV $225,000 He has it listed for $212,900. Pete Merges has comps higher than this home and lots are going for $90,000. Mayor Fournier motioned to take no action. Seconded by CM Scharber. All in favor. Motion carried. Ken Nathe 118-178-000010 Nathe Addition EMV $1,488,900 Tony Rasmussen said the Nathes they have on the County records. provided a survey showing less buildable land than Mayor Fournier motioned to reduce the valuation to $1,144,000. Seconded by CM Stockamp. All in favor. Motion carried. Mike Larson 118-500-353208 EMV $521,400 The Council agreed not to reduce since this property is being used for an Industrial Use. Mayor Fournier motioned to take no action. Seconded by CM Heidner. All in favor. Motion carried. Pete Merges gave his resignation to the City Council as of the 2007 Board of Review Meeting. Pete said he has enjoyed working with all the Town Boards, City Councils and staff. 6. Continue Board of Review to the May 8, 2006 (City Council Meeting) (Within 20 days of the Board of Review Meeting of April 20, 2006) CM Scharber motioned to continue the Board of Review to May 8, 2006.
