2.1 Draft Planning Commission Minutes 2023.08.07(DDL)MINUTES OF OTSEGO PLANNING COMMISSION August 7, 2023 OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER August 7, 2023 7:00 PM Call to Order: Chair Offerman called the meeting to order at 7:00 PM. Roll Call: Chair Alan Offerman, Vice Chair Aaron Stritesky; Commissioners, Charles Foster, Laurie Jones, Vern Heidner, and Tracy Kincanon Absent: Pam Black Also Present: Mayor Jessica Stockamp, Councilmember Ryan Dunlap, Councilmember Brittany Moores (via Zoom), Councilmember Tina Goede (via Zoom), and Sergent Oltmanns (via Zoom) Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland 1. Announcements No announcements. 2. Consider the Following Minutes 2.1 July 17, 2023 Planning Commission Meeting Commissioner Heidner motioned to approve the July 11, 2023 minutes as written. Vice Chair Stritesky seconded. All in favor. Motion carried. 6-0. 3. Public Hearing Item: 3.1 Villas at Kittredge Crossings PUD District Amendment City Planner Licht gave the planning report. David Pattberg, Centra Homes (applicant) was present. He spoke about making changes to the building plans that meet the current market for selling. City Planner Licht stated the plans have similar architectural features of what was first proposed. Chair Offerman opened the Public Hearing at 7:06 p.m. No comments from the public. Chair Offerman closed the Public Hearing at 7:07 p.m. Chair Offerman asked if there was a change in ownership of the parcel. Mr. Pattberg stated Centra Homes and the developer are still in discussion regarding that decision. Chair Offerman stated he lives in that area and has complaints with the yard not being maintained. City Planner MINUTES OF OTSEGO PLANNING COMMISSION August 7, 2023 Page 2 of 3 Licht stated this has been an outgoing issue with this property. Commission Foster agreed with Chair Offerman’s complaints. Chair Offerman asked about the trees along Kittredge Parkway. City Planner Licht stated the trees will stay and will need to be maintained. Commissioner Foster asked how many units would in Phase 1 and voiced concern of it being a tight fit. Applicant specified Phase 1 is 26 units. City Planner Licht stated it meets all setback requirements. Vice Chair Stritesky asked about space between homes. City Planner Licht answered 14 feet and it is consistent with the requirements of the Zoning Ordinance. Vice Chair Stritesky motioned to approve Villas at Kittredge Crossings; PUD Development Stage Plan Amendment, subject to the conditions listed in the 31 July 2023 Planning Report. Commissioner Jones seconded. All in favor. Motion carried. 6-0 3.2 Adoption of 2023 Comprehensive Plan Update City Planner Licht provided a presentation regarding the draft of the 2023 Comprehensive Plan. Chair Offerman opened the Public Hearing at 7:41 p.m. No comments from the public. Chair Offerman closed the Public Hearing at 7:42 p.m. Commissioner Heidner asked if the average resident would notice many changes with this update. City Planner Licht stated no, the intent of the plan is to preserve the suburban feel of the City, but accommodate variety within it. Commissioner Jones asked why the plan didn’t have a sustainability aspect. City Planner Licht stated sustainability underlies the policies of the Comprehensive Plan without emphasizing it. Vice Chair Stritesky motioned to recommend approval of Adoption of 2023 Comprehensive Plan Update. Commissioner Kincanon seconded. All in favor. Motion carried. 6-0. 5. Updates 5.1 Updates on City Council actions Mayor Stockamp updated the Planning Commission on recent City Council actions. 5.2 Updates on future Planning Commission Items City Planner Licht updated the Planning Commission on future Planning Commission Items.
