Duke Realty LP prepared an Alternative Urban Areawide Review to evaluate the
potential environmental effects of the proposed Gateway North development.
The draft AUAR was published for review and comment in the 22 May 2006 EQB
Monitor and distributed to required government jurisdictions and agencies. Comments
were received from Wright County, MNDoT and the MPCA. The comments from Wright
County and MNDoT addressed plat related issues. The comments from the MPCA
have been addressed in the final AUAR in accordance with the summary letter from
STS Consultants, Inc. The Planning Commission held a public hearing on 5 June 2006
and no comments were received regarding the AUAR. The City Council adopted the
final AUAR on 26 June 2006 subject to a 10 day objection period and the developer
distributed the Final AUAR again. No additional comments or formal objections were
received during the final 10 day period.
City staff recommends the City Council adopt the Final AUAR in accordance with the
findings -of -fact attached hereto. Approval of the AUAR will allow the City Engineer to
finalize the wetland permit necessary to continue grading of the development and
Queens Avenue.

FINDINGS & DECISION

APPLICANT: Duke Realty, LP
APPLICATION: Consideration of an Alternative Urban Area Review (AUAR) related to the proposed
Gateway North Industrial Park and the Southeast area of the City bounded generally by TH 101 and
Queens Avenue.
CITY COUNCIL MEETING: 7 August 2006
FINDINGS: Based upon review of the application, the recommendation of the Planning Commission,
and evidence received, the City Council of the City of Otsego now makes the following findings of fact
A. The City has approved a concept plan for an industrial development to be known as the Gateway
North located east of TH 101 between 60 and 70 Streets consisting of approximately 1.4 Million
square feet of industrial floor area.
B. The project requires preparation of a mandatory environmental review and the City directed
preparation of an AUAR pursuant to Minnesota Rules 4410.3600.
C. The AUAR was approved by the Otsego Zoning Administrator for distribution was published in the
Environmental Quality Board Monitor on 22 May 2006. The 30 day comment period ended 21
June 2006. Comments were received during the 30 day period and incorporated as part of the
Final AUAR.
D. The Otsego Planning Commission held a public hearing at their regular meeting on 5 June 2006
to consider the draft AUAR. No comments were received as part of the Public Hearing.
E. The City Council adopted the AUAR at their meeting on 26 June 2006 and the Final AUAR was
distributed a final 10 day objection period. No objections were received during the 10 day period.
F. Section 20- 38 -3.D.4 of the Zoning Ordinance requires the City Council to base its decision as to
whether a project has the potential for significant environmental effects, the following factors shall
be considered:
a. Type, extent and reversibility of environmental effects.
b. Cumulative potential effects of related or anticipated future projects.
c. The extent to which the environmental effects are subject to mitigation by ongoing public
regulatory authority.
d. The extent to which environmental effects can be anticipated and controlled as a result of
other environmental studies undertaken by public agencies or the project proposer, or of
EISs previously prepared on similar projects.
G. The AUAR dated prepared by STS Consultants, Inc. is incorporated
herein.
1
