Roll Call: Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and Ryan Dunlap, City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Hille, Emergency Services Director Daryl Rausch, City Engineer Ron Wagner, City Planner Daniel Licht, City Attorney Dave Kendall (*), and City Clerk Audra Etzel. Attended via video conference(*). Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum: Mayor Stockamp opened the Open Forum at 7:01 PM. No one from the public spoke. Mayor Stoclamp closed the Open Forum at 7:01 PM. 2. Consider Agenda Approval: CM Moores motioned to approve the agenda as written, seconded by CM Dahl. All in favor. Motion carried 5"0. 3. Consent Agenda. 3.1 ADDrove Claims List. 3.2 Approve City Council Meeting Minutes. A. August 14, 2023 Meeting. B. August 14, 2023 Special Meeting. Co August 21, 2023 Special Meeting. 3.3 Approve Pay Application #1 for the 2023 Street Maintenance Project. 3.4 ADDrove Pav Application #4 (Final) for the Well #10 Proiect. 3.5 Accept Quotes and Authorize the Well #4 Improvements. 3.6 Approve Plans and Specifications and Order Advertisement for Bids —Well #11 Project. 3.7 Approve a Final Plant and Adopt Resolution 2023-54 Approving a Development Contract — RLC Addition. Motion carried 5-0. 4. City Council Reports and Updates: CM Dunlap will be touring the Kaleidoscope Charter School and recently attended the ISD 728 Community Partnership meeting. CM Moores also attended ISD 728 Community Partnership meeting and noted there will be 14,000 students attending school this year, along with approximately 120 new teachers. A. Heritage Preservation Commission Liaison CM Moores said the Commission is working with an archaeological consultant for the Carrick's Landing project, and the Commission is working on naming options for Ashwood Park. B. Parks and Recreation Commission Liaison CM Moores said the Commission is working with HKGi on park planning, looking for members of the public for engagement opportunities for the Prairie Park Master Plan, and School Knoll Park is still closed pending installation of the playground equipment. C. Planning Commission Liaison Mavor Stockamp said the Comprehensive Plan and Kittredge Crossings PUD Amendment was reviewed. D. Public Safety Commission Liaison Mayor Stockamp said Emergency Services Director Rausch will give an update during staff reports. 5. Staff Reports and Updates: Assistant City Administrator/Human Resource Director Hille asked for Council to call for a special meeting on September 11, 2023 at 5:30pm to discuss special projects, and the newsletter should be going out in early September. Mayor Stockamp motioned to schedule a special meeting on September 11, 2023 at 5:30pm, seconded by CM Goede. All in favor. Motion carried 5-0. City Administrator/Finance Director Flaherty noted City Hall will be closed Monday, September 4th for Labor Day. City Engineer Wagner had updates regarding: reclaim projects almost complete, School Knoll Project is complete except the playground equipment, mill and overlay starting in September, Kittredge Crossing Park Shelter Repair Project is starting in September, East-West Water Connection has a pre -construction meeting scheduled for September, and Kadler Avenue will be closed for 4-6 weeks. CM Dunlap asked about the equipment needed for the Kittredge Crossing Park Shelter Repair project. City Engineer Wagner explained the process. Emergency Services Director Rausch said he has been visiting other Fire Stations, reviewing specifications for the apparatuses, and noted preliminary pricing for equipment should be Page 2 of 3 MINUTES OF THE CITY OF OTSEGO REGULAR CITY COUNCIL MEETING AUGUST 28, 2023 received soon. Bausch recently attended the metro fire chiefs association to discuss current issues; he will be active with the metro and state fire chief's associations. Jason Oltmanns, Wright County Sheriff's Office provided updates regarding ahead -on crash at CSAH 39 and Parrish, and a juvenile run away was located with the help of a local mother. 6. Ad'lourn.
