2023.08.28 Special City Council MinutesSPECIAL OTSEGO CITY COUNCIL MEETING MONDAY, AUGUST 281 2023 IMMEDIATELY FOLLOWING THE 7 PM MEETING OTSEGO PRAIRIE CENTER Call to Order: Mayor Stockamp called the meeting to order at 7:35 PM. Roll Call: Mayor Jessica Stockamp and Councilmembers: Jeff Dahl, Tina Goede, Brittany Moores, and Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty, Assistant City Administrator/Human Resources Sabrina Hille, and City Clerk Audra Etzel. 1. City Website. City Clerk Etzel and Assistant City Administrator/Human Resources Hille reviewed the staff report and power point presentation. City Council asked about the vendors researched, the features options, and the timeline. CM Dahl motioned to approve an agreement with CivicPlus for website hosting services in the amount of $33,159.55 and pending favorable review by the City Attorney, to authorize City staff to execute the agreement, seconded by CM Dunlap. All in favor. Motion carried 5-0. 2024 Budeet. Tax Levv and Capital Imarovement Plan Review. City Administrator/Finance Director Flaherty reviewed the budget meeting #4 materials included in the packet. Staff is seeking Council input during these budget review meetings to move the budgeting process forward effectively and efficiently. Flaherty reviewed the revenue budgets for the General fund. CM Dunlap inquired on the special assessment revenues line item. Flaherty clared this amount is for unpaid code enforcement assessments and noted assessments for other projects are accounted for in the respective fund aligned with the reason for the assessment. CM Dunlap asked if a more aggressive amortization of the public safety aid should be allocated to 2024. The Council concurred to continue with a four-year amortization and that more of the aid should be allocated to 2024. Flaherty will revise the budget number and review with the Council at an upcoming budget meeting. Flaherty reviewed the tax levy summaries for taxes payable in 2024. He noted there is an estimated increase of 15% in the tax capacity and discussed the four options included in the packet materials. CM Dunlap inquired whether the change in the homestead market value exclusion would impact the estimated tax capacity increase. Flaherty noted he will confirm with Wright County on the implementation of that legislative change and will update the Council at the next budget meeting. The City Council discussed the levy at length and provided direction that the pending fund balance policy transfer in the amount of $710,829 should be Page 1 of 2 MINUTES OF THE CITY OF OTSEGO SPECIAL CITY COUNCIL MEETING AUGUST 28, 2023 incorporated into the budget to offset the levy increase currently proposed. Flaherty will update the four options and present them for Council review at an upcoming budget meeting. Flaherty said the City Council will need to adopt a preliminary levy at the September 25 meeting and that staff will need additional direction to prepare the respective resolutions at the next budget review meeting, scheduled for September 11. Flaherty noted that at a previous budget review meeting, the City Council requested that Sheriff Deringer attend a special meeting, and that October 9 was an available date for this meeting. Mayor Stockamp motioned to schedule a special meeting on October 9, 2023, at 5:30PM, seconded by CM Dahl. All in favor. Motion carried 5-0. City Clerl< Etzel and Human Resources/Assistant City Administrator Hille left the meeting at 9:24 PM.
