CITY COUNCIL WORKSHOP
August 7, 2006
Roll Call: Otsego City Council: Mayor Larry Fournier,
Councilmembers Mark Thorsted, Jessica Stockamp, and Vern
Heidner.
Absent: Dan Scharber.
City Staff: City Administrator Michael Robertson, City
Clerk Judy Hudson, Accounting Clerk Kathy Grover and Finance
Director Gary Groen.
KC Foster, Insurance Agent was present.
Mayor Fournier called the workshop to order at 5:05 p.m.
Review of Proposed Health Insurance Costs - KC Foster
reviewed the proposed cost increase to the City's health
insurance. Foster reviewed six different options for
providing health insurance. Council direction was to
continue with a similar plan for the rest of 2006 and look
at all the details involved in switching to a Health Savings
Account (HSA) plan in 2007. Council directed staff to
report on the amount of anticipated expenditures and funds
left in the health care budget at the next Council meeting.
Review of Proposed 2007 Budget - Administrator Robertson and
Finance Director Groen reviewed the proposed 2007 budget.
Council had the following directions for staff;
Estimate costs for increasing the amount of daily Police
hours to 36.
Provide a detail of Council Contingency Fund spending in
2006.
Move a percentage of internet charges under Building
Department spending.
Determine the amount of Finance Department staff time that
will be spent on Sewer & Water billing and account for it in
the Sewer & Water budget.
Review the costs of Finance Director Gary Groen going full
time in 2007.
In the next budget meeting on Monday, August 21 the Council
will review the Police, Public Works, Parks & Recreation,
and Building Department budgets.
With no other business, Mayor Fournier adjourned the meeting
at 6:55 p.m.
