BACKGROUND/JUSTIFICATION:
The development of Prairie Pointe requires a crossing of Otsego Creek. The City of Otsego applies a storm water impact
fee per acre to developers within the Otsego Creek drainage area. This fee is intended to either credit the developer or is
for use by the City to complete storm water related work within the creek or trunk storm sewer within the drainage area.
That fund will pay for the project costs. The City has taken the lead on the crossing and the restoration of the creek
through Prairie Pointe to facilitate approvals needed from the DNR and US Army Corp as the waterway is considered a
DNR waterway.
The crossing has been determined to need two 72” RCP to pass the “100 YR” event without increasing the flood stages up
stream. One of the culverts is set 1’ below the creek invert to allow the bottom to fill in naturally for aquatic resource
requirements. The DNR has stated the project is approvable as per these plans. The surface of the crossing will be left at
subbase level for a future street, trail, and sidewalk to be constructed by the developer when future additions of Prairie
Pointe are approved.
The current construction cost estimate of the crossing is $214,370.66. Engineering, modeling of this creek, EAW
processing and permitting by DNR and US Army Corp has added a significant cost to this project. A related project of
restoration of this creek continues to be worked on and is anticipated to be a 2024 project. The City has been awarded a
grant from Wright County that will be used for this future portion of the project.
Bid opening would be October 17 with City Council consideration of approval on October 23. Construction would be in
November and into December if needed with a completion date of December 15, weather permitting. That time of year
is generally favorable for construction due to lower water flows and usually no large rainfall events to contend with.
The Public Works Subcommittee was presented with this information at their September 20 meeting with
recommendation for City Council consideration and approval.
