Call to Order:
Chair Offerman called the meeting to order at 7:00 PM.
Roll Call: Chair Alan Offerman, Vice Chair Aaron Stritesky; Commissioners, Charles Foster, Laurie
Jones, Vern Heidner, Tracy Kincanon, and Pam Black
Also Present: Mayor Jessica Stockamp and Councilmember Ryan Dunlap
Staff: City Planner Daniel Licht and Deputy Clerk Katie Kalland
1. Announcements

2. Consider the Following Minutes
2.1 August 7, 2023 Planning Commission Meeting
Vice Chair Stritesky motioned to approve the August 7, 2023 minutes as written.
Commissioner Heidner seconded. All in favor. Motion carried. 7-0.
3. Public Hearing Item:
3.1 Praught Conditional Use Permit
City Planner Licht gave the planning report.
Marcus Berning, Ziegler Custom Homes, was present on behalf of the applicant and agreed with
the planning report.
Chair Offerman opened the Public Hearing at 7:06 p.m.
Cathy Walter, at 13877 80th Street NE spoke and stated no objections.
Chair Offerman closed the Public Hearing at 7:07 p.m.
Chair Offerman asked about future development. City Planner Licht stated future development
is dependent on the property owner regardless of a home on the property.
Commissioner Heidner asked about extension of 75th Street to the City property for future fire
station. City Planner Licht stated that street could be constructed sometime in the future. The
City could initiate construction of that street with development of the property, a purchase
from the property owner, or condemnation.

Vice Chair Stritesky motioned to approve the Praught Conditional Use Permit subject to the
conditions on the planning report dated August 31. Commissioner Jones seconded. Motion
carried 7-0.
5. Updates
5.1 Updates on City Council actions
Mayor Stockamp updated the Planning Commission on recent City Council actions.
5.2 Updates on future Planning Commission Items
City Planner Licht updated the Commission on future Planning Commission Items. City Planner
Licht mentioned the City Hall/Public Works Facility Project Open House will be on
Thursday, September 21 6 p.m. to 8 p.m. at Otsego City Hall/Public Works Building.

Vice Chair Stritesky motioned to adjourn. Seconded by Commissioner Heidner. All in favor.
Motion carried. 7-0
